- Synposis - ORCR Risk Assessment Support This is the synopsis for the Environmental and Risk Analysis Staff (ERAS) Risk Assessment solicitation. The purpose of this acquisition is to obtain advisory and assistance type services for the assessment of potential risks and other impacts associated with the generation and management of materials originating in households and businesses, industrial process materials and residues, and management of municipal and industrial solid wastes. The Performance Work Statement (PWS) presents the staffing capabilities and performance requirements expected under the risk assessment and technical analytical support contract for the U.S. Environmental Protection Agency (EPA or the Agency), Economics and Risk Analysis Staff (ERAS) of the Office of Resource Conservation and Recovery (ORCR), Office of Solid Waste and Emergency Response (OSWER). The technical support requirements for this resulting contract are designed to help ORCR meet resource conservation, protection, and corrective action goals. This risk assessment support requirement includes providing EPA with technical and outreach support in the following major work areas: 1. Hazard, Fate, Exposure, and Risk Assessment Support; 2. Emerging Technical Issues Support; 3. Model/Method Development and Support; 4. Information Gathering and Data Analysis; 5. Document Preparation; and 6. The anticipated contract type will be indefinite-delivery indefinite-quantity (IDIQ) with work to be ordered through the issuance of task orders on either a time-and-materials (T&M) and/or firm-fixed-price (FFP) basis. This acquisition will not be set-aside and will be conducted on a full and open basis using FAR Part 15 procedures. The North American Industry Classification System (NAICS) number is 541620 - Environmental Consulting Services, with a size standard of $14.0 million. All responsible sources may submit a proposal which shall be considered by the Agency. There are conflict of interest (COI) limitations associated with this acquisition.
