- The Naval Air Systems Command (NAVAIR) is interested in written feedback from industry regarding the requirement for procurement of software development, test and evaluation, maintenance, integration, training, and fielding in support of PMA-281 Strike Planning and Execution Systems. THIS ANNOUNCEMENT IS A "DRAFT" REQUEST FOR PROPOSAL (RFP). Due to the sensitivity of this information, the distribution of the documents is limited. DOD contractors may be granted access after submitting a request for consideration. Specifically, prospective offerors may request a copy of the Draft RFP and associated documents. If interested, please submit the request to Teresa R. Brady at teresa.brady@navy.mil and provide the following information NO LATER THAN 22 NOVEMBER 2013: •Company Name •Address •Commercial and Entity (CAGE) Code •Data Universal Numbering System (DUNS) Number •Principal Point of Contacts name, title, phone number and email address Interested parties should carefully review the Draft RFP and address the following: (a) Do any areas of this Draft RFP appear to require additional clarification (to include terminology and acronyms)? (b) Based on the Draft RFP, are there any suggestions that would alter the RFP to provide better value to the Government and/or increased performance of the product and its production and maintainability? (c) What additional information, if any, would you need in a final RFP? The Government is currently planning an Industry Day. For the resultant industry day, a separate announcement will be provided and loaded to FedBizOpps delineating details for participation from interested vendors. A complete and final RFP is anticipated to be released, after feedback is received in response to this announcement. The Government is anticipating proceeding on a full and open competitive basis for a five (5) year Indefinite Quantity, Indefinite Delivery (IDIQ) Multiple Award Contract (MAC).
