Description
: The purpose of this contract is to ensure CDC research animals are provided care and maintenance as set forth in SOPs and all applicable federal and state laws and regulations are followed. In addition, this contract provides Glassware, Laundry, and Insectary Services. Project Requirements. The potential requirement will include the following tasks: Receipt of Incoming Laboratory Animals The Contractor shall receive, examine, quarantine and cage all incoming laboratory animals. The Contractor will ensure adequate caging, spacing, equipment and personnel are available. Handling, Restraint and Common Techniques The Contractor shall be responsible for the daily handling and restraint of animals including, but not limited to, rodents, ferrets, rabbits, nonhuman primates, prairie dogs, and bats. The Government will provide equipment appropriate for handling animals. Feeding and Watering The Contractor shall feed and water all animals housed in the Fort Collins Facility. The Contractor shall be responsible for maintaining records of all feeding and watering performed. Cleaning/Sanitizing Animal Cages, Racks, Equipment, Rooms, Hallways and Service Areas The Contractor shall keep the animal facilities clean and free of vermin and contaminants. The sanitizing procedures shall minimize the presence of vermin and microbiological organisms and conditions that may adversely affect the health of all the animals housed in the Facility. The Government will furnish cleaning agents, disinfectants, and bedding materials. Autoclave Operation and Preventative Maintenance The Contractor shall operate and maintain the appropriate autoclaves in animal facilities. The Contractor will use the autoclaves to decontaminate appropriate caging, equipment and waste. Collection and Disposal of Hazardous Wastes and Chemicals The Contractor shall collect, contain, and dispose of wastes daily. The Contractor will use the autoclaves/incinerator to decontaminate appropriate caging, equipment and waste. Equipment Maintenance The Contractor shall maintain and perform minor repair of animal handling and care equipment to ensure effective and efficient management of the Facility. The Government shall provide repair parts and supplies. Cagewash Operation and Maintenance The Contractor shall clean cages and equipment, and operate the cage wash area ensuring that soiled cages and equipment are sanitized, disinfected and washed. Glassware Processing Operation and Maintenance The Contractor's glassware staff will clean, inspect, sterilize, and stock laboratory glassware and discard containers, ensuring that all glassware is properly prepared. The Contractor's glassware staff will load and operate glassware washers. The contract glassware staff will maintain an inventory of clean, sterile, general use glassware in the stockroom, ensuring that adequate supplies are available for the various laboratories. Laundry Services The Contractor's staff will wash laundry on an as needed basis. Maintenance of Clean Insect Colonies The Contractor will maintain pans of mosquito larvae and containers of adult mosquitoes to ensure there is no loss or contamination of the colony, to include feeding, harvesting eggs from selected colonies, drying, labeling and storing containers of eggs The contractor will maintain the mosquito insectary. The Contractor will maintain the tick insectary. The Insectary staff will maintain the flea insectary SPF Breeding Colony Management and Maintenance The Contractor will breed mice for approved research protocols, ensuring that animals are bred in sufficient quantities to meet researcher needs. The Contractor will provide animal breeding colony management and recordkeeping services for approximately 1800 rodents. Anticipated period of performance. The period of performance consists of a base year with four option period to be exercised at the discretion of the Government. It is anticipated the the solicitation will be issued on Novermber 20, 2013
