Description
The purpose of this requirement is to ensure CDC research animals are provided care and maintenance as set forth in Animal Resources Branch SOPs and all applicable federal and state laws and regulations. In addition, this contract provides Labware (stockroom inventory management and Laundry), and Laboratory Waste Decontamination and Disposal. Project Requirements. The potential requirement will include the following tasks: ANIMAL CARE SERVICES Receipt of Incoming Laboratory Animals The Contractor shall receive, examine, quarantine and cage all incoming laboratory animals. The Contractor will ensure adequate caging, spacing, equipment and personnel are available. Handling, Restraint and Common Techniques The Contractor shall be responsible for the daily handling and restraint of animals including, but not limited to, rodents, ferrets, rabbits, nonhuman primates, prairie dogs, and bats. The Government will provide equipment appropriate for handling animals. Feeding and Watering The Contractor shall feed and water all animals housed in the facility and maintain records of all feeding and watering performed. Cleaning/Sanitizing Animal Cages, Racks, Equipment, Rooms, Hallways and Service Areas The Contractor shall check cages and rooms for cleanliness and keep the animal facilities clean and free of vermin and contaminants. The Contractor shall monitor the effectiveness of sanitation procedures and identify and correct possible sources of spontaneous diseases to ensure the quality of the laboratory animals on various research projects. The Contractor shall clean and sanitize all caging, equipment, animal rooms and service areas. Cages, bedding, water bottles, and cage lids will be changed on a regular basis. All animal rooms and service areas will be cleaned daily and sanitized monthly. Floors will be swept clean, and countertops and shelves will be wiped down with a disinfectant solution. Bagged waste will be removed and disposed of appropriately. Contractor will ensure that rooms, hallways, service and storage areas are kept clean and vermin free. The Contractor shall perform microbial sampling of surfaces of caging, equipment, and animal room surfaces to assess the effectiveness of cleaning and sanitization procedures. The Contractor shall, on a quarterly basis, sanitize all animal facility hallways including walls, floors, and ceilings. Use, Cleaning and Sanitizing Transport Vehicles (Roybal) Contractor shall supply air conditioned panel vans for the transport of animals, supplies and equipment. The Contractor will use a separate vehicle for the transport of live animals. Animals will be transported on an as needed basis while supplies and equipment may require daily trips between Roybal and Lawrenceville campuses. The cargo area of vehicles used to transport animals will be cleaned and sanitized by Contractor staff. Vehicles used to transport supplies and equipment will be cleaned and sanitized by Contractor staff on a weekly basis. ARB Autoclave Operation and Preventative Maintenance The Contractor shall operate and maintain the appropriate autoclaves in animal facilities. The autoclave floor and screen will be cleaned daily to keep them free of debris. On a monthly basis, the Contractor will perform a bacterial spore test. ARB Collection and Disposal of Hazardous Wastes and Chemicals from the Animal Facility The Contractor shall collect, contain, and dispose of wastes daily. The Contractor will use the autoclaves/incinerator to decontaminate appropriate caging, equipment and waste. Animal carcasses and animal waste will be handled in accordance with EPA guidelines. Animal Health Surveillance, Clinical Procedures, and Environmental Enrichment Surveillance procedures shall be performed to ensure overall health and welfare of the animals. Additional Services also include, but are not limited to: 1. Assisting with surgery of all animals to include animal restraint, surgical prep, intubation, anesthesia, observation and documentation 2. Assist Attending Veterinarians with clinical procedures 3. Collection and transportation of animals, surgical/laboratory samples 4. Cage rotation 5. Environmental enrichment : Equipment Maintenance The Contractor shall maintain and perform minor repair of animal handling and care equipment and notify the Government when replacement equipment is needed. Maintenance of Animal Care Supply Inventories The Contractor shall request, receive and maintain an inventory of all supplies used in performance of the contract. Cagewash Operation and Maintenance The Contractor shall clean cages and equipment, and operate the cage wash area, ensuring that soiled cages and equipment are sanitized, disinfected and washed. LABORATORY SUPPORT Glassware Wash, Inspection and Sterilization Process The Contractor shall wash, inspect, sterilize, soak, sort, and perform residual soap testing on glassware in support of CDC research laboratory operations. Stockroom operations DSR Laboratory supplies (disposable and reusable) are purchased and inventoried by DSR for distribution to OID laboratories upon request. The Contractor shall manage the DSR laboratory supplies inventory, to include 1. verifying the quantity and correctness of supplies received 2. receive and fill lab supplies requests 3. distribute supplies as required 4. annual and quarterly inventory of supplies. Facility Laundry Services The Contractor will perform laundry services for laboratory clothing, and related material (cloths, towels, etc.) Services include washing, drying, hanging, and folding or CDC research laundry. AUTOCLAVE MANAGEMENT AND DECONTAMINATION PROCESS (ROYBAL) This is an optional task to be exercised at the sole discretion of the Government. When, and if this option is exercised, the Contractor shall provide resource(s) to perform decontamination of laboratory glassware and waste material using autoclave equipment located throughout CDC's Roybal Campus. Anticipated period of performance. The period of performance consists of a base year with four option period to be exercised at the discretion of the Government. It is anticipated that the solicitation will be issued on November 20, 2013
