- Limited Sources Justification SOW This is a limited sources justification for commercial items prepared in accordance with the format in FAR 8.405-6(a)(B), as supplemented with additional information included in this notice. The solicitation number is SAQMMA14F0052. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-58. The associated North American Industrial Classification System (NAICS) code for this procurement is 611430 with a small business size standard of $10 million dollars. This requirement is a Small Business set-aside and only qualified offerors may submit quotes. The Department of State requires the following: The mission of the Bureau of Diplomatic Security (DS) is to provide a safe, secure environment for the conduct of US diplomacy. DS is the law enforcement and security bureau/entity for the US Department of State. In furtherance of this mission, one of the goals of the DS Training Center (DSTC) is to provide training to Foreign Service National Investigators (FSNIs) to enhance their ability to perform their duties and responsibilities. All FSNIs are locally hired investigators who work directly for the Regional Security Office (RSO). The FSNI Basic Course (OT-510) is a 12 day class, with a maximum of 24 students, that serves as introductory training for newly hired FSNIs. It is usually offered three or four times per fiscal year. The FSNI In Service Course (OT-515) is a 5 day class, with a maximum of 24 students, that provides advanced training for FSNIs that have been so employed for at least 5 years. It is usually offered two to three times per fiscal year. The In Service course provides new training that builds upon skills the FSNIs learned in the Basic course. Both courses could be held more or less often depending upon the Department's needs. Curriculum updates may lengthen or shorten the currently proposed training segments. All training is conducted at the Diplomatic Security Training Center (DSTC) in Dunn Loring, VA, unless otherwise specified. The DSTC has an immediate and ongoing need to prepare FSNIs from posts around the world to effectively interview and investigate Locally Employed Staff (LES) and Third Country Nationals (TCNs). These interviews cover pre-employment background investigations, security certifications, periodic re-certifications, and investigations of criminal and security incidents. FSNIs primarily interview foreign nationals and not US Government employees or family members that are US citizens with national security clearances. Therefore, this training needs to take into account the various factors affecting these interviews such as applicable local laws, State Department regulations, and behavioral science that incorporate the impact of cultural differences due to the local or regional customs, practices, and religious and political influences. (See attached Statement of Work) In addition to providing pricing for this solicitation, each Offeror must provide any required, NON-PRICING responses (e.g. technical proposal, representations and certifications, etc.) so that they are received no later than the closing date and time for this solicitation. In this requirement a letter of authorization from the reseller demonstrating your firm is an active authorized reseller of the product required must be included with all offers, only offers from the manufacturer or authorized resellers as demonstrated by an official letter from manufacturer or other proof as available will be required to be included with submission to be considered for this opportunity. Also, please provide pictures of the products being requested for this requirement. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to FAR 4.1102 and other applicable regulations and guidelines.
