- The purpose of this sources sought notice is to identify potential/possible sources throughout industry to fulfill the requirement described below. This notice is published for market research purposes only to identify interested parties. Responses to this sources sought notice will be used by the Government to determine how the solicitation will be issued (i.e. full and open competition or a set-aside). This notice invites all interested parties to submit the data listed below indicating their interest in supporting this requirement. Responses to this notice will NOT be considered as offers and will NOT be used by the Government to form a binding contract. Interested parties should submit their data as a 'pdf' attachment to an email by 1:00 PM EST on 15 November 2013 to jane.ellison@socom.mil. Responses shall include the complete name and address of the interested party, CAGE Code, DUNS Number, and the name, phone number and email address of at least one POC. Responses shall be no longer than one page. The Government has a requirement for operating and managing the Trans-Regional Web Initiative (TRWI), which Geographic Combatant Commands (GCCs) can use as necessary in support of their theater security cooperation and Overseas Contingency Operations objectives. The contractor shall: Operate/maintain existing TRWI websites and develop new websites tailored to foreign audiences per GCC-approved CONOPs, conceptual approaches and any previously developed prototypes. Provide translation support for all content on the websites, static and dynamic, to include translation support on all associated social media sites. Provide full-service cultural knowledge, political, editorial, media, and information technology capabilities in support of website operation. The government requires that all TRWI websites be operational and accessible on the Internet 24 hours a day, seven days a week, with a 99% reliability rate. The contractor shall provide on-call analytical, technical, and consulting support to maintain operational websites on a 24/7 basis. Develop and obtain content for use on the websites. Measure and report website performance, reach and effectiveness. Provide social media analytical and execution support. Recommend and conduct, in accordance with a Government approved schedule and as required by respective GCCs, marketing efforts to capitalize on opportunities to promote the websites and to significantly increase penetration to the targeted audience. Conduct continuous security monitoring of the websites; Comply with all Department of Defense Information Assurance requirements, including response to event timeliness. Proposals shall include a Site Manager for each GCC with an operational TRWI website to be located at the respective GCC Headquarters. The site managers will have a valid TS/SCI clearance.
