Description
The U.S. Army Contracting Command - New Jersey, Soldier Weapons on behalf of PM Crew Served Weapons, has a requirement for the fabrication and delivery of 7.62MM M240 B, C, D and H model Machine Guns (MG) and spare receivers, to the Government Technical Data Package (TDP). The M240 B, C, D, and H MG's are to be manufactured, inspected, assembled, packaged, and shipped in accordance with the Government TDP and tested in accordance with the M240 Weapon Specification. The M240 series MG are a gas-operated, air-cooled, belt-fed 7.62mm weapons that fire North Atlantic Treaty Organization (NATO) standard ammunition from an open bolt position. The M240 has various features depending on application: spade grip trigger assembly for helicopter application, folding bipod, collapsible buttstock, quick change barrel assembly with integral carrying handle gas system for ground use, feed cover, bolt assembly (which allows closing of the cover regardless of bolt position), integral optical sight rail, and forward rails. This procurement will be restricted to firms in the U.S. or Canada only. A Technical Data Package (TDP) will be an Exhibit to the solicitation and will be marked with a quote mark Distribution B quote mark restrictive marking which limits distribution to Department of Defense and U.S. DoD contractors. This TDP contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq), as amended. Violations of these export laws are subject to severe criminal penalties. To obtain a copy of the TDP: Once the solicitation is released interested parties must mail/email a signed and approved DD Form 2345 Military Critical Technical Data Agreement along with a completed and signed AMSTA-AR Form 1350 Technical Data Request Questionnaire, U.S. Government Non-Disclosure / Non-Use Agreement, and FN Herstal Non-Disclosure / Non-Use Agreement. The Request for Proposal (RFP) will be released on/about November 15,2013 for a Firm-Fixed-Price Indefinite-Delivery, Indefinite-Quantity Contract with four ordering periods. The maximum for all contracts is $84.6M. The minimum contract ordering quantity will have a single and or combined (depending on whether there are one or two awardees) minimum quantity of 22 MGs and 1,800 M240 spare receivers. The Government may make up to two awards based on this solicitation. If multiple contract awards are made, each awardee will be provided a fair opportunity to be considered for each order in accordance with FAR 16.505. Order placement procedures and additional details will be included in the solicitation/contract. Proposals will be required within forty-five (45) days after release of the solicitation. A First Article Test is required for ten (10) weapons three hundred sixty five (365) days after contract award. Production deliveries will commence seventy five (75) days after approval of the First Article Test Report. A minimum production delivery rate (150 per month for MG's and 250 per month for spare receivers) is needed to meet customer demand. All responses to this pre-solicitation notice shall be in writing (English Language).
