Description
This posting of Solicitation Number (RFP) N61340-14-R-2401 is now the official posting for the MRTS program. Accordingly, this posting replaces the prior posting made for RFP 61340-13-R-0072, which will not be maintained with updates after this point. Naval Air Warfare Center Training Systems Division (NAWCTSD) has released request for proposal (RFP) N61340-14-R-2401 to solicit proposals for a contract award in support of the Multiple Reconfigurable Training System (MRTS) Program. The impending contract action will be competed pursuant to FAR 19.502-2, Total Small Business Set-Asides. As such, FAR Clauses 52.219-6 and 52.219-14 will apply. ACCESS TO GOVERNMENT FURNISHED INFORMATION (GFI): Offerors are invited to inspect a previous MRTS product's source code and documentation, including operations and maintenance technical manuals. These materials will be made available for viewing at NAWCTSD during the solicitation phase. Potential offerors shall request a time reservation no later than 13 November 2013 (approximately 5 work days after RFP release) to schedule a time to view the code and documentation. All offerors requesting access shall be registered in the System for Award Management (SAM). All offerors will be allotted approximately 16 hours of viewing availability which can be divided into two days. No recording devices will be allowed, but note taking is permitted. All personnel provided access to GFI shall be a U.S. citizen. Submit visit requests to Ricardo Elias, Ricardo.L.Elias@navy.mil. Additionally, Training System Support Documents (TSSDs) and System Interface Manuals (SIMs) of several existing trainers will be made available via CD to offerors. Instructions and requirements to gain access are located in the RFP, Attachment 7, Government Furnished Information (GFI) request and Non-Disclosure Agreement (NDA). NAWCTSD seeks to competitively award this contract under a Total Small Business Set-Aside. The anticipated contract award will be a non-commercial single award indefinite delivery/indefinite quantity (IDIQ) type contract on a Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) basis. The contract will be awarded using a best value trade-off process. Specific details are provided in the RFP N61340-14-R-2401 and applicable attachments. Periodic access to the GPE is essential for obtaining updated documentation and the latest information regarding the procurement.
