- Description
- The NASA/SSC Office of Procurement intends to issue a sole source, firm-fixed price purchase order to Spectrum Systems, Inc. for the procurement of updates for two NASA-Owned G2-Bundle perpetual licenses at the John C. Stennis Space Center. NASA owns two perpetual licenses of the G2-Bundle software platform. This platform has been used for multiple projects in past years, and is currently being used to implement Integrated System Health Management (ISHM) and Autonomous Control (AC) capabilities at the Cryogenics Testbed Laboratory at Kennedy Space Center. There is a need to update the platform to the newest version in order to remain compatible with current operating systems, and to benefit from fixes and more powerful tools. The updates encompass two G2-Bundle development licenses, one with one Tele windows user and the other with three Tele windows users. The updates will cover a three year term, and will include maintenance and technical support. There will be only one award made for this requirement. This is a sole source commercial acquisition under the authority of FAR Parts 13.106-1(b)(1)(i) and 12. The Government believes only one responsible source can provide the services that will satisfy the Agency's requirements. This notice of intent is not a Request for Quote (RFQ) for competition. Interested organizations may submit their capabilities and qualifications to perform the effort, in writing, to the identified point of contact not later than 4:00 p.m. (local time) on November 15, 2013. Statement of capabilities must contain sufficient details to review vendor's capabilities. Submissions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition is unrestricted. The NAICS Code and Size Standard are 541519 and $25.5M respectively. FOB is destination. It is anticipated that a solicitation will be issued to Spectrum Systems, Inc. on or about November 22, 2013 with their response due NLT 4:00 p.m. December 6, 2013. An ombudsman has been appointed.
