Description
Special Notice NIHCC14-000184 Title: Instrument Service Agreement Floor and Table Top Centrifuges, and Cell Washers. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health, Clinical Center (CC) intends to enter into a contract on a sole source basis, under the authority of 41 U.S.C. 253 (C) (1) and FAR 6.302-1(a) (2) (ii) to aquire coverage, maintenance support and emergency servicing of total of 14 Centrifuges/cell washers located throughout the Department of Transfusion Medicine in the Clinical Center, NIH. The equipment is used in the manufacture of blood components, and for the testing of blood component and patient specimens, in order to supply the transfusion needs of patients located in the Clinical Center. Critical to the practice of cGMP in the manufacture of all blood components, and for the accurate testing of product and patient specimens, the FDA requires routine maintenance, including RPM checks biannually and general maintenance annually. It also requires records of all maintenance and repairs preformed. Specifically, the contractor shall perform the following: For preventive maintenance, there are three (3) levels, PM, SC & TC, which are defined as follows: 1. PM PREVENTVE MAINTENANCE only, as unit is already covered under manufacturer's specification. 2. SC SCHEDULE CARE The Schedule Care Plan provides thorough annual preventive onsite by certified service engineers. The specialist will inspect, clean, check, adjust and run all appropriate tests to ensure that the lab equipment continues to meet the manufacturer's performance standards. While this plan does not cover the cost of repairs, it will assure priority service. * Annual onsite preventive maintenance (labor and travel included) * Priority scheduling for time and material onsite repair * Priority scheduling for time and material depot repairs * Phone and e-mail support 3. TC TOTAL CARE The Total Care Plan is the contractor's most comprehensive support plan for lab equipment. It minimizes downtown through responsive onsite service through annual preventive maintenance by factory-certified service engineers, plus optimal performance for equipment with the inclusion of the cost of repair. Key features include: *Priority onsite repair *Annual onsite preventive maintenance *All labor, parts and travel time covered 100% *Unlimited priority phone and e-mail support
