- This file contains the same language found in the description section of this RFI. The Naval Research Laboratory has a requirement for scientific and engineering support to be provided to the Advanced Techniques Branch of the Tactical Electronic Warfare Division at the Naval Research Laboratory (NRL). The requirement is for investigation of current and innovative techniques to detect small targets in maritime environments with various background conditions, including at sea, littoral, shallow water, air, and terrain backgrounds. The technology shall primarily focus on radio frequency (RF) and infrared (IR) electro-optical (E-O) techniques. Investigation may also include innovative techniques such as ultraviolet, sub-millimeter wave, millimeter wave, acoustics, magnetic, and non-tradition technologies as they may be identified. Tasking may include but not limited to: research, design, development, engineering, prototype development, systems integration, analysis, modeling simulation, fabrication, project and financial management, and documentation. A complete Statement of Work (SOW), personnel requirements, and contract data requirements will be available as part of this solicitation. The work will be performed at the Naval Research Laboratory (NRL) Washington, DC and other field sites. The anticipated period of performance will be five (5) years. The proposed contract will be a multiple award, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with Firm-Fixed Price and Cost-Plus-Fixed-Fee (CPFF) term type task orders issued on a competitive basis. Based on a survey of the market, the Government has determined that the services to be acquired do not meet the definition of a commercial item. Therefore, the Government does not intend to use the procedures as outlined in FAR Part 12 for this acquisition. NRL uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. This solicitation and any amendments to it will be available via the internet starting approximately fifteen days after publication of this announcement. All responsible sources may submit a bid, proposal or quotation, which shall be considered by the agency.
