Description
Overview T his Sources Sought Notice is for information ONLY and shall not be construed as a solicitation or as an obligation on the part of the General Services Administration. The purpose of this Sources Sought notice is to seek the availability and capability of business concerns that are interesting in and capable of assisting the Government in providing a comprehensive supply solution to the Chemical Lab at Red River Army Depot located in Texarkana, TX. GSA, under its Enterprise Supply Chain Management (ESCM) 4PL program, intends to establish a single Blanket Purchase Agreements (BPA) with a single Vendor to acquire a total solution for laboratory supplies and products for an Issue Point (Chemical Lab) through direct delivery via referral or web ordering, as described herein and the attached Statement Of Work. Objective The competition and scope of the BPA will encompass Lab Ware Support Apparatus, Thermometers, Contact Heating Sensing Devices, Reusable Laboratory Glassware, Reusable Laboratory Plastic Ware, Disposable Laboratory Plastic Ware, Non-Plastic And Non-Glass Laboratory Ware, Laboratory Water Purification Devices, Systems, Filter Elements,: Ph and Ion-Selective Meters, Laboratory Centrifuges, Laboratory Shakers And Mixers, Accessories and Options, Tissue Embedding Equipment, Biomedical And Industrial Particle Counting And Sorting Apparatus And Systems, Elemental Analyzers, etc. Vendors must make their entire catalog available to GSA. The Government intends to procure supplies against the resulting BPA using FAR Part 13, Simplified Acquisition Procedures. The term of the BPA is anticipated to be for a period of 5 years. The Blanket Purchase Agreement will be reviewed annually. GSA will retain the right to unilaterally select the items to be offered for sale from the vendor offering its entire catalog, ensuring that the items selected for sale do not conflict with other GSA program goals relative to AbilityOne and UNICOR. The Government requires all contractors doing business with the government to be registered with the System for Award Management (SAM). For additional information and to register in SAM, please access the following website: www.sam.gov. In order to register with SAM and to be eligible to receive an award, all offerors must have a Dun and Bradstreet number which may be acquired free of charge by contacting Dun and Bradstreet on line at http://fedgov.dnb.com/webform or by phone at 1-866-705-5711. SAM is the single source for vendor data for the Federal government. Award will not be made to any contractor that is not registered in SAM. Under this BPA, the vendor will provide GSA with laboratory type supplies and products i.e., lab equipment, lab supplies and consumables, heating equipment and supplies, fluid and liquid handling supplies, mixers and blenders, pH meters and water quality products, and pressure and vacuum instruments and supplies, etc. THIS IS NOT A REQUEST FOR TECHNICAL OR PRICE QUOTES. This is a request for interested potential Offerors to submit a brief Capability Statement demonstrating their ability to meet the above requirements. Interested firms responding to this Sources Sought notice must provide a Capability Statement demonstrating their experience, skills and ability to fulfill the Government's objective described above. Capability Statements shall not exceed twenty (20) pages. Responding to this Notice The Capability Statement must be sent to Deborah Joeckel at deborah.joeckel@gsa.gov no later than November 15, 2013 at 10:00 a.m. CST. This Sources Sought notice is for INFORMATION ONLY and shall not to be construed as a commitment by the Government, nor will the Government pay for the information solicited.
