Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command - New Jersey, Emerging Technologies (ACC-NJ-ET), Benet Laboratories, Watervliet Arsenal, NY intends to award a sole source contract to Surface Enhancement Technologies (SET), L.L.C. of 3929 Virginia Avenue, Cincinnati, OH 45227. The NAICS Code for this acquisition is 332999 and the small business size standard is 500 employees. The Government has a need to purchase services that can provide Low Plasticity Burnishing (LPB ) surface treatment capable of imparting a deep layer of thermally and mechanically stable high compressive residual stress (RS) in critical locations providing improved damage tolerance and increased component life. The technologies must be capable of enhancing the fatigue life of a large caliber cannon tube by LPB. The goal of the program will be to restore the component performance by mitigating fatigue cracking damage and stress concentrations without changing the material or physical design of the component. The target of the program shall be to restore the final safe fatigue life (FSFL) on a best effort basis. The main task is to develop an LPB process for the steel cannon tube to mitigate fatigue cracking at the muzzle end. The vendor shall conduct validation fatigue testing. It is anticipated that up to six (6) short section parts will be LPB processed and destructively tested during this program. The technologies will apply specific LPB applications for a specific engineering component(s). The suite of technical capabilities that must be performed are the following: (1) finite element modeling (which can be very complex depending on the component); (2) residual stress analysis; (3) fatigue design, analysis, life modeling (including residual stress modeling); (4) testing to validate performance enhancement; (5) development of LPB tooling and CNC codes; and (6) statistical process control of the LPB process. AUTHORITY: This acquisition is being conducted using other than full and open competition as authorized by FAR 6.302-1(a)(2)(iii)(A), only one responsible source and no other supplies or services will satisfy agency requirements. Responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government; but this notice of intent, is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The Government reserves the right to award without discussions.
