Naval Research Laboratory Information Technology Division Draft Statement of Objectives. NRLITD_Industry_Template.ppt NRL-14-RV01 - RESEARCH, DEVELOPMENT, AND TECHNICAL SERVICES FOR THE NAVAL RESEARCH LABORATORY INFORMATION TECHNOLOGY DIVISION (NRLITD) PROGRAM Contact Information Reese Van Wyen, e-mail reese.vanwyen@nrl.navy.mil, phone 202-404-2398. Important Dates RFI submissions are due no later than Nov. 21, 2013. Special Notice This is neither a request for formal Request for Proposals (RFP) or quotes. Objective The Naval Research Laboratory Information Technology Division (NRLITD) is searching for potential sources that are capable of performing the requirements set forth in the attached draft statement of objectives titled "Research, Development, and Technical Services for the Naval Research Laboratory Information Technology Division." The intent of this RFI is to gauge industry interest, capabilities and relevant experience to support NRL personnel in performing research and development in the task areas listed in the attached draft statement of work. Note: A DD254, Contract Security Classification Specification, shall be applicable to any prospective work covered under this RFI. Should such a requirement materialize, a prospective contractor(s) must have to: (1) a SECRET and/or TOP SECRET facility clearance and (2) personnel available with favorably adjudicated investigations and final DoD granted personnel security clearances. NRL does not sponsor clearances for contractors. Locations • Naval Research Laboratory, 4555 Overlook Ave, SW Washington, DC • Contractor Facilities • Other locations as necessary. (May be both CONUS and OCONUS) Resources In order to aid industry in evaluating their ability to perform the requirement, the following documents have been attached and are provided here in this RFI: 1. Draft SOO for Research, Development, and Technical Services for the Naval Research Laboratory Information Technology Division Industry Day As a part of this market survey, the NRLITD Program will be hosting an industry day on 21 November 2013 located at NRL-DC. The Government intends to present industry the opportunity to review the draft NRLITD SOO and requests that industry provide specific insight to proposed capability solutions. The specific location of the Industry Day event will be: 4555 Overlook Ave Bldg [Will be provided as a part of the RSVP] Washington, DC 20375 Due to space limitations, attendance at the Industry Day Conference will be limited to a total of two (2) representatives per contractor team (prime and subcontractors). Due to parking limitations here at NRL, only one car pass will be provided per company; therefore carpooling is encouraged. Any company that wishes to attend the Industry Day Conference must convey its interest, the full names of individuals attending, the Citizenship of each individual, and a single contractor point of contact (POC) email address no later than 12:00 PM (ET) 7 November 2013 for planning purposes. Please respond via email to the appropriate Government POCs. One-on-One Sessions: Separate one-on-one meetings with contractor teams may be conducted either during the afternoon of 21 November 2013 and 22 November 2013. If you are interested in scheduling a one-on-one session with the Government program office to discuss your NRLITD related capabilities, please contact the Government POC listed in this announcement to request a session. If one-on-one sessions are held, time blocks will be distributed to each firm in the order the responses are received. All One-on-One session materials should be unclassified and reviewed to ensure consideration of operational sensitivities. Proprietary information will be accepted and handled appropriately. Responders should indicate which portions of their response are proprietary and should mark them accordingly Please submit all responses in the format established in the attached "Industry Template.ppt". Please save your file name as: (NRLITD_Company Name_Project Title_MMDDYYYY). This template is a series of informational slides for entering details, with some slides containing guidance listed in the notes section of the related slides. Submissions should be made NLT COB 20 November 2013 by email to the appropriate Government POCs. It is recommended that each participating vendor provides their own laptop for presentations and the Government will provide a projector with a serial connection. All questions and concerns regarding this notification shall be directed in writing to the appropriate Government POCs. Submission of Information It is requested that the above information be provided no later than Nov. 20, 2013. Responses may be submitted via e-mail to reese.vanwyen@nrl.navy.mil Note: Participation in response to this announcement is voluntary, and participants shall not be compensated. This is a market research event for the Government to understand existing capabilities. This event does not commit the Government to contract for any supply or service whatsoever. Further, NRL is not at this time seeking proposals, and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this event. Please be advised that all submissions become Government property and will not be returned. All costs associated with attending this event will be solely at the responding party's expense. Not participating in this event does not preclude participation in any future RFP, if any is issued. It is the responsibility of the interested parties to monitor this FedBizOps website for additional information pertaining to this potential acquisition.
