- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive sole source basis to the Washington Hospital Center, Department of Emergency Medicine, 110 Irving St. NW, Suite NA1177, Washington, DC 20010-2975 to provide Professional Support Services for the NIDCR Dental Clinic in accordance with the following information: Background Information The Clinical Resource Core ("the Dental Clinic"), Office of the Clinical Director, Division of Intramural Research, National Institute of Dental and Craniofacial Research requires a part-time Oral Surgeon. The Contractor shall either be an Oral Surgeon or a hospital, post-graduate dental school, or dental professional corporate entity that can provide a qualified Oral Surgeon. The Contractor shall refer to the business entity ("the Contractor") whereas the Oral Surgeon will be the individual providing the actual services to the Dental Clinic (referred to as "the Oral Surgeon"). Purpose and Objectives The Oral Surgeon shall facilitate the delivery of treatment and consultative services in the Dental Clinic, interacting closely with primary care givers and other members of the medical team and triaging patient treatment needs. Dental and Medical Staff will refer difficult cases to the Oral Surgeon. Services to be Performed The Contractor shall: - Provide an Oral Surgeon that performs at professional clinical standards and possesses knowledge and skills related to the mission of the Dental Clinic; - Ensure that the Oral Surgeon possesses a valid Maryland State dental license, Acute Life Support Certificate, and medical malpractice to cover the Oral Surgeon's medical liability. The Contractor should have minimum malpractice coverage rates of $1,000,000 per occurrence and $3,000,000 aggregate; - Ensure that the Oral Surgeon can be credentialed at the NIH Clinical Center; - Give prompt notification when the Oral Surgeon can no longer perform at the Dental Clinic. Prompt notification means as soon as the Contractor learns of the Oral Surgeon's inability to perform his/her duties at the NIDCR Dental Clinic; - Grant the Oral Surgeon time to work in the NIDCR Dental Clinic for at least one day per week in consultation with the Clinical Director and the Chief of Consults; and, - Provide a replacement Oral Surgeon if the assigned Oral Surgeon is unable to fulfill their clinical duties. In the event that the contractor cannot provide an Oral Surgeon to come to the Dental Clinic and provide services, the contractor will treat patients at their own clinic or hospital. The contractor may bill for the services off the existing contract. The Contractor will be responsible for any and all costs associated with completing the procedure at their own clinic or hospital. The Oral Surgeon shall: - Perform both routine and complicated oral surgery procedures, including but not limited to oral biopsies, exodontias (tooth extractions), surgical extractions, hip biopsies, implants, and oral consultations. The Oral Surgeon should be competent in provision of accompanying IV sedation; and, - Possess knowledge of systemic biology, complex oral lesions, and oral manifestations of systemic conditions. The Oral Surgeon should have experience with unique populations groups, such as, primary immunodeficiencies, blood dyscrasias, syndromic and genetic conditions, infectious diseases, and cancer therapy. Contractor Evaluation The NIDCR Clinical Director will evaluate the performance of the Contractor and Oral Surgeon. The NIDCR Clinical Director may request reports or performance evaluations from the contractor to access the overall clinical performance of the Oral Surgeon for credentialing evaluation purposes. Reporting Requirements and Deliverables Any reporting requirements / deliverables will be determined post-award. Period of Performance The period of performance will be twelve (12) months from date of contract award. Place of Performance The place of performance will be onsite at the NIDCR Dental Clinic on the NIH campus in Bethesda, MD. The sole source determination is based on the fact that the Washington Hospital Center has an NIH credentialed Oral Surgeon capable of performing the tasks in the statement of work. The NIDCR Dental Clinic has patients scheduled that are tied to clinical research protocols and having another contractor provide an Oral Surgeon would result in severe delays in seeing those patients and obtaining the necessary data that will be used in those protocols. It would be detrimental to the Government and experiments in progress. The North American Industry Classification System (NAICS) Code is 541990, All Other Professional, Scientific, and Technical Services, with a business size standard of $14.0M. However, this solicitation is not a small business set aside. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-70 (September 13, 2013). Interested parties may identify their interest and capabilities in response to this synopsis by November 12, 2013 at 9:00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
