Description
Linear Accelerator and ARIA/ECLIPSE Database Computer System Maintenance Request for Information This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this Request for Information (RFI). The Network Contracting Office, VISN 8, Veterans Administration (VA) will NOT be responsible for any costs incurred by interested parties in response to this RFI. This FedBizOpps notice is an announcement seeking market information for businesses capable of providing the product as described herein. The Contracting office at Bay Pines, VA is currently conducting market research to determine qualified, experienced, and interested potential sources. The information requested by this RFI will be used within the VA to facilitate decision making and will not be disclosed outside of the agency. Such information will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications ARE NOT acceptable in response to this notice. Sources shall include in their information, a detailed capabilities statement stating their experience in providing the same or similar items described in this notice to include a point of contact with phone and e-mail information, business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business), business size based on NAICS 811310, and a positive statement of interest to submit a proposal. The Network Contracting Office, VISN 8, is seeking information regarding Varian Linear Accelerator and ARIA/Eclipse Database Computer System Maintenance. The following information is requested: The Veterans health Administration, VISN 8, Biomedical Department requires Linear Accelerator and ARIA/Eclipse Database Computer System Maintenance. Medical equipment must be properly maintained in order to assure proper function and reduce equipment down-time. The listed equipment is life-sustaining and is used daily at the hospital. The contractor shall furnish all labor, transportation, tools, and parts necessary to provide a full service maintenance contract including preventive maintenance, certification, and repair of the radiation therapy equipment (linear accelerators) and the software system for the period Apr 1 2014, through Sept 30, 2014, both dates inclusive, and 4 option years. These services will be required for San Juan, Miami, Tampa, Bay Pines, and West Palm Beach VAMC's. The contract will be firm-fixed-price. The services to be provided will include: Must have the ability to provide 1st, 2nd, 3rd and 4th level support (Field Service, National Technical Support, Product Support Engineering, Product/Design Engineering). - Periodic Maintenance Inspection (PMI) Perform the full program for the Periodic Maintenance Inspections (PMI) per year - Mandatory Upgrades Coverage Perform all mandatory safety and reliability modifications for the equipment covered - Software Upgrade and associated training Provide every major software upgrade release by installing the most recent production version for the software covered under this agreement. Any training associated with the upgrade is covered and will be provided Whenever possible, Software Upgrades will be installed remotely and performed during standard business hours. - Maintenance Releases / Service Packs (MR/SP) and associated Provide all optional maintenance- and service pack releases. Any training associated with optional maintenance- and service pack releases are covered and will be provided - Refresher Training - 3 Days Annual Refresher Training will be provided in any year that a software upgrade is not released, provide Refresher Training via the Internet, through multi-media (e.g. DVD), or on-site. - Parts Coverage IT Equipment Supply all parts necessary to keep the Software System related computers functioning properly. - On-site Labor coverage (OSL) Provide on-site field service support for the system covered under this agreement. Support is provided during standard business hours for issues that cannot be resolved by telephone or through remote support. - On-site Emergency Labor Provide on-site emergency field service support, for the equipment covered under the SLA and for issues that cannot be resolved by telephone or through remote support. - Help Desk Support Technical (HDST) Help desk specialists will provide technical support for products covered under the Service Level Agreement (SLA). Support is available by telephone and e-mail during standard business hours. - Remote Access Provide remote diagnostics and support during standard business hours for service of a defect or an error that cannot be resolved by telephone or e-mail. - Unlimited Help Desk Sup. Clinical (HDSC) Help desk specialists will provide clinical product support for products covered under the SLA. Support is available by telephone and E-Mail during standard business hours. - Uptime Performance Guarantee 95% Commencing on the support agreement start date, contractor guarantees that the Oncology system described on the attached support agreement will achieve an uptime of 95% or better. - Opt Firmware and Console Software Upgr Provide all optional upgrades to software embedded or installed on the treatment delivery systems, its sub components (i.e. MLC, KV - MV imager, CBCT, OBI, Respiratory Gating) and all treatment consoles that are covered under the SLA. Upgrades will be performed only when they become necessary due to an upcoming OIS or TPS upgrade, in order to get the delivery system compatible with the prospective OIS or TPS version. May install upgrades remotely or on-site. Firmware and console software upgrades will be performed during standard business hours unless a non-standard hours coverage option has also been purchased. - Comprehensive Parts Coverage Provide all parts necessary to keep the covered equipment functioning normally, including all glass parts, vacuum parts, X-ray tubes and imaging panels but excluding consumables.
