- Statement of Work (SOW) - SSN FDA-14-223-1125950 MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL SOLICITATION This is a sources sought notice (SSN) to determine the availability and capability of small businesses or small businesses capable of supplying a U.S. product of a small business manufacturer for irradiated rodent diet feed. However, the Government will consider responses from large vendors as well, but larger vendors should clearly identify if subcontracting opportunities exist for small business concerns. The associated North American Industry Classification System (NAICS) Code is 311119 - Other Animal Food Manufacturing; Small Business Size standard is 500 in numbers of employees. BACKGROUND AND OBJECTIVES: Background: The U.S. Food and Drug Administration (FDA), is conducting market research to support the National Center for Toxicological Research (NCTR), Office of Research, Veterinary Services Division, Jefferson, AR requirement for National Institutes of Health (NIH)-41 Irradiated (IR) Rodent Diet, which will be purchased under a separate, future solicitation. The added intent of this future solicitation is to establish an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for a two-year period (one (1) base year and one (1) option year). The Government anticipates issuing several Task Orders (TOs) under the IDIQ contract. Objectives: See attached Statement of Work (SOW)-file name: SOW SSN FDA-14-223-1125950.pdf. Period of Performance: Two years (one base, plus one option year) after receipt of purchase order. Responses to this SSN shall, at a minimum, provide capability statements to include current in-house capability and capacity to meet this requirement and a list of three prior completed projects of the same nature within the past three (3) years, including date(s) of sale, description, dollar value, client name, client address, client point of contact name, client point of contact mailing address, client point of contact phone number, and client point of contact email address. Respondents shall indicate DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), VOSDB, HUBZone, etc.) pursuant to the applicable NAICS code identified in this notice. The Government is not responsible for locating or securing any information, not identified in the response. Capability statements are due in person, by postal mail or email to the point of contact listed below on or before November 10, 2013, by 17:00 hours (Central Standard Time in Jefferson, Arkansas), at the Food and Drug Administration, Office of Acquisitions & Grants Services, Attn: James "Scott" Rawls, 3900 NCTR Road, HFT-320, Jefferson, AR 72079-9502 or email james.rawls@fda.hhs.gov.
