Description
The U.S. Department of Energy, Southwestern Power Administration (Southwestern) intends to issue an Invitation for Bids (IFB) to completely remove, set, assemble, install, connect, field test, and place the 161 kV transmission line from Green Forest-Poplar Bluff and Poplar Bluff-Asherville sections of the Norfork Idalia 161kV transmission line in complete readiness for operation immediately after installation. The Contractor will be responsible for the Installation/Replacements/Modifications for Static, OPGW, Conductor, Structures, and for preparing all the as built drawings including all field modifications. The Government will provide to the contractor all the materials and hardware required to complete the project except for the static wire and static wire hardware. The contractor shall pickup the Government furnished materials at designated location(s). The contractor will be responsible for providing all materials and supplies not provided by the Government. This is an unrestricted acquisition. The applicable North American Industry Classification System (NAICS) code for this acquisition is 237130 and the small business size standard is $33.5 million. The estimated magnitude of this project is estimated to be between $1 million and $5 million and the estimated project completion date is 90 days after award. Contractor registration in the Governments System for Award Management (SAM) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.ccr.gov. The anticipated release date of the solicitation package is on or about November 20, 2013, with bids being due on or about December 23, 2013. Once issued, solicitation documents will be available electronically for download at https://www.fedconnect.net. Hard copies of the solicitation package will not be distributed. All responsible sources may submit a bid and will be considered by Southwestern.
