- SOURCES SOUGHT: Arnold Engineering Development Complex (AEDC), Arnold AFB, TN (AEDC) is seeking an organization with the multidisciplinary engineering ability to validate the performance of a high fidelity, full annulus, unstructured flow solver for turbine engines, Firebolt 2, on OEM compressor fan geometry. The Department of Defense High Performance Computing Modernization Program Office (DoD HPCMP) is currently developing a Computational Science and Engineering (CSE) tool for aircraft design and analysis. The resulting program is called the Computational Research and Engineering Acquisition Tools and Environments for Air Vehicles (CREATE-AV). Firebolt capabilities are delivered to the CREATE-AV product users via the Kestrel and Helios software applications. Kestrel delivers virtual design test and analysis capabilities for fixed-wing aircraft, while Helios provides capabilities for rotary-wing aircraft. The candidate organization must have proven experience running turbomachinery CFD and have intimate knowledge of the effects of inlet distortion. The geometry under investigation will be the General Electric (GE) F414 compressor fan geometry so the desired organization must be able to obtain a proprietary information agreement with GE for the F414 compressor fan. This high fidelity engine modeling capability presents a powerful application tool to be leveraged by designers of future generation aircrafts and engines. Government intends to solicit and negotiate with one source under the authority of FAR 6.302. A determination by the Government not to compete this proposed requirement on a full and open competitive basis upon receipt of responses to this notice is solely within the discretion of the Government. No formal solicitation package is available. Only written e-mailed (vincent.pitts@arnold.af.mil) inquiries will be responded to and must be received no later than 2:00 PM CST, 20 November 2013. The Government will not be responsible for any costs in the preparation of responses to this announcement. AFFARS 5352.201-9101 OMBUDSMAN (Nov 2012) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
