- Synopsis: a. This is a Sources Sought Synopsis announcement to be used for preliminary market research purposes only. No proposals are being requested or accepted with this synopsis. This is not a solicitation or a request for proposal (RFP) and no contract shall be awarded from this synopsis. b. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of interested A-E firms who have the capabilities to complete and perform contracts of this magnitude, and to address any questions, recommendations or concerns from Industry. c. Description of Project: The U.S. Army Corps of Engineers, Europe District (CENAU) anticipates to solicit and award a General Environmental A-E Services Indefinite Delivery Contracts (IDCs) in support of environmental projects, to be procured in accordance with Public Law (PL) 92-582 (the Brooks Act) and Federal Acquisition Regulation Part 36. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The general scope of work includes multi-disciplined A-E services, but is not limited to: Performance of environmental-related studies, such as: Remedial designs, Remedial pilot studies, Environmental Status Reports (ESR),Claims Investigations and Reports, Remedial soil and groundwater studies / investigations (including well installation, soil boring, and soil and groundwater sampling and testing). Pollution prevention designs and reports, Engineering / planning studies and assessments, Other Environmental work (but not limited to): Management plans and/or studies/surveys on hazardous materials/waste, asbestos, potable water, etc, Repair and replacement design for underground storage tanks, Geologic and hydrogeologic studies, Sustainable environmental designs, Natural and Cultural Resources Studies, Demolition design, including destructive testing and analysis, Supervision of excavation and disposal management, Environmental consultation, Work plans with quality assurance / quality control features, Supporting GIS data base management, Environmental Management Systems (EMS), Environmental baseline surveys, Environmental review of work orders / 1391's (to name a few), and Cross Connection Backflow Connection Support. These contracts will be used to support A-E requirements in Belgium, the Netherlands, and the United Kingdom. It is estimated that 90% of the work will be performed in Belgium and the Netherlands, and 10% in the United Kingdom. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS. d. Total Value of Contracts: One contract might be issued resulting from any solicitation if issued. The amount of work for contract will not exceed $9,000,000.00 with a maximum limit per task order of $2,500,000. Work will be issued by negotiated firm-fixed-price task orders not to exceed these maximum limits. f. Performance Period: The contracts will include a base period, not-to-exceed (NTE) one (1) year and four (4) option periods (NTE one year each), for a total contract performance period NTE five (5) years. g. Anticipated Award Date: The contract(s) are anticipated to be awarded in the 2nd or 3rd Qtr FY14. Responding to Sources Sought a. Offerors response to this Sources Sought shall be limited to 5 pages and shall include the following information (Clarifications and or questions shall be submitted in a separate word document and will not count towards the 5 page limitation): Offeror's names, address, point of contact, phone number, and e-mail address. Offeror's Cage Code and DUNS number. Offeror's interest in participating on the solicitation when it is issued. Offeror's capability to perform a contract of this magnitude and complexity (include offeror's in-house capability to execute A-E services, experience with comparable work performed within the past five (5) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) are requested to provide no more than 3 examples of projects performed for review. Offerors shall either have the in-house capability to work in Belgium, the Netherlands, and the United Kingdom or discuss what arrangements (e.g. teaming arrangement, joint venture) it has or will put in place to perform the work in all three countries specified. Interested Offerors shall respond to this Sources Sought/Market Survey Synopsis no later than 1500 hrs (CET) 20 November 2013.
