Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with CLC Bio, Cambridge, MA 02142 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for renewal of software license and support of CLC Bio Genomics Workbench Software. The period for the renewal is 1/01/2014 through 12/31/2014. CLC Bio Genomics Workbench is the leading software package for analyzing Next Generation Sequencing data. Continuation of ongoing CLC Bio licenses and support is essential to ensure compatibility with already performed analyses and for increasing efficiency of future analyses performed by NIEHS investigators. Another unique feature of CLC Bio package that cannot be replaced by other commercially available soft is that two important customized CLC Bio plug-ins have been customized and installed which allow very high time-saving for both researchers and bioinformatics support personnel. In addition, the CLC Bio package provides the following required features: Multi technology and multi platform; Unsurpassed ease of managing genomics features; Capability for multiplexing; Powerful de novo assembly engine; SNP and DIP detection; Support for analysis of hybrid data; Identifying genomic rearrangements; Transcriptomics Features including: 1) Digital Gene Expression; 2) Expression profiling by tags; 3) EST library construction; 4) Epigenomics analyses; and 5) Compatibility with classical sequence analysis. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to CLC Bio. The NAICS Code/Size is 511210/$35.5 Million. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
