- PERFORMANCE WORK STATEMENT FOR Preparedness Leadership 1.0 Scope The purpose of this contract is to acquire contractor services for an academic program designed to fulfill the advanced educational requirements of Flag level officers. The contractor shall deliver a program of academic and field studies that will prepare participants for their role as leaders and Flag officers in directing emergency response efforts, and in guiding the design of comprehensive, multi-agency and jurisdictional emergency response plans. The contractor shall deliver a program of study in which student progress through courses along with a cohort group that interacts with each other as teams on a regular basis. The program shall be all inclusive of tuition, fees, books, and any other training materials. 2.0 Requirements 2.1. Recognize the hazards of decision-making under stress. 2.2. Hone the personal skills and behaviors that drive effective leadership in the context of group dynamics and multiple stakeholder interests. 2.3. Develop leadership skills that mobilize greater capacity by cutting across traditional public agency and private sector boundaries. 2.4. Design strategies for communicating vital information to the public in a crisis. 2.5. Explore how to mobilize and deploy large systems, using organizational design and systems management to enhance vertical and horizontal connectivity. 2.6. Consider the moral and ethical dimensions of life and death decision-making. 2.7. Review the science of surveillance, detection, and response. 3.0. Contractor Requirements 3.1. The contractor shall deliver a structured program consisting of seminars, case studies, informal discussions, and intensive group projects in teams consisting of members from multiple agencies; state, local, and tribal preparedness organizations; non-governmental organizations; and private sector stakeholders. 3.2. The contractor shall mentor and evaluate each participant individually, with instruction and coaching on how to improve preparedness leadership and problem-solving strategies and communication. The curriculum shall include skill-building sessions, leadership self-awareness instruction, and interactive learning opportunities that build the capacity and competence of senior government officials who have been identified for their growth potential for preparedness leadership. 3.3. The period of performance shall be between 01 Dec - 30 Sep14. 4.0. Facilities and Equipment: Contractor will provide all necessary facilities and equipment to successfully conduct the offering. 5.0. Proprietary Information: All deliverables developed under this contract will be the property of the U.S. Government. 6.0. Other Factors: Advance payment may be authorized in order to permit the contractor to meet program commitments. 7.0. Personally Identifiable Information: Protection of individual's privacy will be in accordance with FAR clause 52.224-1, Privacy Act Notification and 52.224-2, Privacy Act.
