Description

In accordance with FAR 5.405-6(a)(1)(i)(B) and FAR 5.405-6(a)(1)(i)(C), the Department of Veteran's Affairs Veteran's Integrated Service Network (VISN) 2 anticipates awarding a sole source contract to Info-Tech Research Group, 602 Queens Ave., London, ON N6B1Y8, Canada for an annual renewal of Silver Membership Enterprise Subscription for VA Region 4 OI&T which provides access to subscription based advisory research through the use of research data sets which provides staff with tactical solutions to core IT Processes and functions. The subscription enables VA Region 4 IT staff with the ability to efficiently improve core IT processes and functions by providing valuable information related to the delivery of various projects and initiatives within the focus of Region 4 Core Services. Allows staff to utilize relevant research to make strategic, informed decisions related to many tactical aspects of the IT decision making processes. Provides actionable online tools and pre-made 'templates' to standardize business process documentation for improved processes for optimal outcomes related to any ongoing IT projects, initiatives and governance. Provides IT information for subjects such as: (VDI Desktop Virtualization, and its potential to augment/replace Citrix, Microsoft Terminal Services, etc, Virtualization for Remote Access to VA Data Center Resources for operational continuity, disaster contingencies measures, et al., would allow users to access an enterprise desktop from any PC or thin client device. Reliable data is imperative in order for the VA to make informed decisions. The VA intends to award a one (1) year firm fixed price contract. The Government believes that Info-Tech Research Group is the only contractor that can provide Silver Membership Enterprise Subscription Services. The North American Industrial Classification System (NAICS) Code is 541519; with a small business size standard of $25.5 million. This notice of intent is NOT a request for competitive quotes or proposals. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. However; any firm that believes it possesses the capability of providing Silver Membership Enterprise Subscription Services as described above may give written or emailed notification no later than Tuesday, November 19, 12:00PM EST to: Stephanie French Contracting Officer VA NCO 2 1304 Buckley Rd. Suite 101 Syracuse, NY 13212 Stephanie.French@va.gov **Telephone requests/inquiries will not be honored. All responses must include a full capability statement in sufficient detail to identify potential offerors capability of providing Silver Membership Enterprise Subscription Services as described above. Responses shall also include the following information: Business name, address, business size and Socioeconomic Category (HUBZone, 8(a), Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. Responses must be received no later than ten (10) business days after publication of this synopsis (no later than 12:00PM EST on Tuesday November 19, 2013). The Government will not be responsible for any costs associated with the preparation of responses to this announcement. Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received, VA will proceed with the sole source award with Info-Tech Research Group.
