Description
Protective Cover System for the M119A3 Howitzer Request for Information (RFI) GENERAL INFORMATION: The Army Contracting Command (ACC) Contracting Center - New Jersey is conducting a Market Survey on behalf of the Program Manager - Towed Artillery Systems (PM-TAS) for a protective cover system for the M119A3 Howitzer, known hereinafter the quote mark cover system quote mark. The U.S. Government (USG) appreciates the time and effort taken to respond to this survey. This market survey requests information in support of a possible competition for the cover system. No contract will be awarded from this announcement. This RFI is for planning purposes only and is NOT a Request for Proposal (RFP). This does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time, nor is there an estimated date of solicitation release at this time. DESCRIPTION OF INTENT: The purpose of this notice is to identify POTENTIAL SOURCES who have the capability/interest to manufacture the cover system and to optimize the performance specification to be used when/if the Government procures such as system. The cover system is a set of covers used to protect the M119A3 Howitzer in an outdoor long term storage environment. The draft Performance Specification 13051908 describes the required characteristics for this cover system. INSTRUCTIONS FOR COMPLETING THIS SURVEY: 1. Refer to the point of contact (POC) in part 6 of the MARKET SURVEY QUESTIONNAIRE section to acquire the draft Performance Specification 13051908, the associated drawing 13027100 and the Requirement and Verification Survey Form. 2. Number the response with the appropriate question number. 3. Repeat the question in your response. 4. Where rationale is required, provide details. MARKET SURVEY QUESTIONNAIRE: 1. Company Name: 2. Commercial and Government Entity (CAGE) Code: 3. Provide a rough order of magnitude unit price cost production estimate based on a total order quantity of 700 cover systems. Assumptions - The following assumptions should be taken into account when preparing the production cost estimate. a. Government Furnished Material to be included: None b. Production Quantity: PM TAS anticipates procurement of approximately 700 cover systems c. Schedule: Production quantities to be delivered over a 3 year period. 4. Using the Requirement and Verification Survey Form identify if each requirement and verification method is: a. Acceptable as is b. Should be removed c. Should be modified by putting an quote mark X quote mark in the appropriate column. If you feel a requirement and or verification method should be removed, in a separate MS Word file, identify the requirement and verification method by paragraph number and provide the rationale. Please provide as much rationale detail as possible. Examples of different forms of rationale: The requirement is unachievable. The requirement is redundant. The requirement provides little or no benefit. The requirement adds little benefit and greatly adds to the unit price cost (in this instance always quantify the unit price cost impact). If you feel a requirement and or verification method should be modified, in a separate MS Word file, identify the requirement and verification method by paragraph number; provide the modified language for the requirement and verification method; and provide the rationale. Examples of different forms of rationale: will make requirement achievable, will provide added protection, or will reduce unit price costs (in this instance always quantify the unit price cost impact). 5. Identify any requirements and corresponding verification methods you believe should be added to the draft performance specification in a separate MS Word file. Provide the new language for the requirement(s) and verification method(s); and provide rationale for the additional requirement(s) i.e. explain how it will benefit usage or the requirement of protecting the M119A3 howitzer. 6. Response to the Market Survey Questionnaire should be sent via Email to craig.a.carbone.civ@mail.mil; with a copy furnished to scott.r.ferrante.civ@mail.mil. You are requested to put quote mark M119A3 Cover System Market Survey Response quote mark in the subject line of the email.
