- This is a Request For Information (RFI) for the USAID East Africa’s Conflict Management Activities for an anticipated Request for Applications or Request for Proposals. This is a Request For Information (RFI) for the USAID East Africa's Conflict Management Activities for an anticipated Request for Applications or Request for Proposals. This announcement is a Request for Information (RFI) seeking comments on the following draft evaluation and learning activity description. It is not a Request for Applications (RFA) and is not to be construed as a commitment by the U.S. Government to issue any solicitation or ultimately award a contract on the basis of this RFI, or to pay for any information submitted as a result of this request. It should be noted that responding to this RFI will not give any advantage to any organization in the subsequent procurement. USAID/EA will not provide answers to any question submitted in response to this request. Responses will be held confidential. Proprietary information should not be sent. The RFI will not accept telephone calls, and neither will it provide for responses to questions. The primary E&L focus will be on the PEACE III community peace-building program. As such, the awardee will conduct on-going data collection, periodic literature reviews, outcome verification, and outcome/impact analysis; develop periodic interim learning products; facilitate dynamic learning events for PEACE III program stakeholders; and complete a synthesis high-quality final evaluation of the PEACE III program. Over the life of the award, additional discrete E&L tasks may be conducted for USAID/EA conflict management activities. These may include activities promoting a responsible mineral trade in the Great Lakes and/or USAID/EA support to the Intergovernmental Authority on Development's Conflict Early Warning and Response Mechanism (CEWARN), among others.
