- Description
- This contract action was accomplished using other than competitive procedures because there is only one responsible source as this is a follow-on contract, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. Noncommercial services to investigate the processes that determine the rate of mass transfer of volatile dissolved material from ground water through the soil matrix to the ground surface. This investigation is a continuation of existing research to provide (1) understanding of the physical processes, (2) support for developing mathematical descriptions of those processes, and (3) improved numerical modeling of these phenomena. The only organization with the facilities and capabilities to conduct these on-going experiments is the Center for Experimental Study of Subsurface Environmental Processes (CESEP) at the Colorado School of Mines.
