- This is a Request for Information (RFI) only. This RFI is a market survey for planning purposes for a potential future opportunity only. This is not a request for Quotations or Proposals. The Government will not reimburse contractors or responders to this notice for any costs incurred in responding or in any subsequent exchange of information. The U.S. Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. All proprietary and restricted information shall be clearly marked. Any documentation provided will not be returned. All interested sources are invited to provide responses. Responses to this request are due no later than Wednesday, 13 November 2013 at 5:00 PM Eastern Time to jessica.d.gaskins.civ@mail.mil. Responses to this notice may not be returned. Do not include your company's name in your questions and answers, as these questions and answers may be release to all interested parties. Contractors shall not contact any Government officials other than the individual named in this paragraph in regards to the subject RFI requirement. Please provide responses to the following: 1.For the hardware and services outlines in the draft Performance Work Statement (PWS), interested sources and encouraged to provide a quote mark White Paper quote mark, no more than 5 pages in length, describing how the products and technical expertise will produce and deliver such capabilities as described in the draft PWS. This quote mark White Paper quote mark should provide a description of those solutions the company would be able to submit or propose to meet the requirements stated in the draft PWS. 2.Would the company provide a demonstration of their solution? 3.The proposed delivery schedule is 90 days after award. a.Please describe the timeline the Contractor can support for initial delivery of systems and the production capacity that can be supported, as follows: i.Estimate of lead-time for first unit off the production line. ii.Estimate of monthly production quantities. iii.Please provide a rationale for the company's proposed delivery schedule. 4.If a Request for Proposal (RFP) is solicited for the hardware and services described in the draft PWS, will your company propose on this effort? a.If yes, please indicate the amount of time required to develop a proposal: 14 days 30 days b.If no, please explain why not. 5.If applicable, please indentify your company's small business size standard based on the applicable NACIS code of 334220. The Small Business Size Standard for this NAICS code is 750 employees. For more information refer to http://www.sba.gov/content/table-small-business-size-standards. If you are a Small Business, answer the following questions: i.If your company is awarded a contract, will you be able to perform at least 50% (percent) of the work required in house? ii.If you are a Small Business can you go without a payment for 90 days? 6.If your company is a Small Business, will you be proposing in accordance with Clause 52.219-14 - Limitations on Subcontracting? a.If yes, please explain how. b.If no, please explain why not. 7.Do you consider this requirement to be a commercial requirement? a.If yes, please explain why. b.If not, please explain why not. 8.Please provide any additional questions, comments, and feedback on the attached draft PWS that you feel should be considered. 9.Please include the following information with your response: a.Name and address of Firm. b.Point of contact, email address, and telephone number.
