- JOB DESCRIPTION: The Sacramento District of the U.S. Army Corps of Engineers has an upcoming acquisition to establish contracts to provide rapid response for emergency rock placement in Region 1, Sacramento River drainage basin including all rivers and tributaries flowing into the river north of N38.3683 W121.52138 (Hood, CA). The work elements that may be required of the awardee to be performed in this Region include, but not limited to: 1) Providing and transporting rock from quarry to site; 2) Placing rock and fill material; 3) Excavating and compaction; and 4) Providing traffic control and signage as required. Regions 1 will require trucks for the performance of work. Task Orders will be issued for individual work requirements. Each Task Order will have a minimum value of $10 thousand and maximum not-to-exceed value of $49 million. The contractor for each Region must possess sufficient assets in terms of personnel, equipment, materials, and bonding capability to perform work on at least two Task Orders simultaneously. Acquisition Information: This acquisition is proceeding as a Request for Proposals (RFP) using the Trade-off Method. This RFP is a Competitive, Unrestricted Full and Open Competition and all businesses may respond. The RFP will result in a Single Award Task Order Contract (SATOC), Requirements, IDIQ contract to one contractor. Estimated magnitude is between $ 25,000,000 and $100,000,000. Period of Performance for Construction: To be determined per Task Order This Procurement will be conducted under FSC CODE: Y1PZ, SIC CODE: 1629, NAICS Code: 237990. The size standard for this code is $33,500,000. Information about the time and location of the site visit/pre-proposal conference will be found in Section 00 21 00 of the solicitation. It is anticipated that the RFP will be issued on or about November 2013, for downloading at the Government's website at http://www.fedbizopps.gov/. No paper copies will be issued. Under FAR 52.236-1 The contractor shall perform on the site, and with its own organization, work equivalent to at least 45 percent of the total amount of work to be performed under the contract. Prior Government contract work is not required for submitting a response under this synopsis. The specific date and time will be identified in the solicitation. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the RFP is issued.
