- SF-18 Solicitation N00421-14-T-0032 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on a Sole Source with Sytech Corporation under the authority of FAR Part 12, FAR Part 13 and FAR Part 6.302-1. Request is set-aside for Total Small Business under the authority of FAR Part 52.219-6. SyTech Corporation is the only known source with the required technical capabilities this requirement; they are the sole manufacturer and distributor of RIOS Equipment. Procurement of other equipment would not be cost effective and would cause unacceptable delays in redesigning and/or re-procuring the required equipment. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at https://www.sam.gov/portal/public/SAM. See Attached RFQ. Please include any IUID label charges and shipping fees to Zip Code 20684. Award All or None. Mandatory Requirement : Equipment must be Joint Interoperability Test Command (JITC) certified. ****** ITEMS MUST BE BRAND NEW****** Award is expected 18 November 2013. Interested persons may submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 9:00 am est on 14 November 2013 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
