- This sources sought is for information and planning purposes only and is issued for the purpose of market research in accordance with FAR Part 10. This acquisition is for the Care of Stock/Supplies in Storage (COSIS) and Field Level Maintenance to the U.S. Army Vessels Stationed at Muhammad ai-Ahmad Naval Base and Camp Arifjan, Kuwait. The Department of the Army, Mission Installation and Contracting Command (MICC), Fort Eustis, Virginia is currently requesting information to determine the existence of viable large and small businesses that are interested and capable of performing the work described herein. Responses are welcome from all business concerns. This sources sought is not limited to any socioeconomic program and/or business set-aside. However, if sufficient capability is demonstrated we may consider setting aside this requirement. As a result of this notice, the Government may issue a Request for Proposal; however there is no solicitation available at this time. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication that the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought notice. Any responses received will not be used as a proposal. Requirement: The U.S. Army Tank-Automotive and Armaments Command (TACOM) is the headquarters for the Army Wide Watercraft Program. TACOM has an office located at Fort Eustis, Virginia, the Watercraft Inspection Branch (WI B), which surveys Army vessels worldwide, writes specifications, furnishes technical assistance, Contracting Officer's Representatives, etc. This acquisition is for the Care of Stock/Supplies in Storage (COSIS) and Field Level Maintenance to the U.S. Army Vessels Stationed at Muhammad ai-Ahmad Naval Base and Camp Arifjan, Kuwait. The services to be provided consist of the Contractor furnishing all labor, materials and equipment to accomplish the specified dry and wet storage, cleaning, painting and repairs to the US Army Vessels stationed at Kuwait Naval Base and Camp Arifjan, Kuwait. The purpose of this requirement is to conduct equipment inspections on vessels, basic issue items (BII), On-Board Spare List (OBSL) items, special tools, safety equipment and all related equipment, for all classes of vessels. The Contractor shall perform preservation maintenance on the vessels and all listed equipment. The Contractor must maintain vessels in a secured berthing, or dry storage, to include dehumification systems. Inspections are to be performed to identify equipment in a Not Ready/Available status as stated by the Preventive Maintenance Checks and Services (PMCS) checklist of referenced technical manuals. Reports are to be prepared for the required repair action to bring the equipment and vessels to Ready/Available status. The Contractor shall provide labor and materials to perform additional field level maintenance repairs identified during the course of COS IS maintenance and operations. Overall, the requirement is to maintain seaworthy vessel(s). On order, the Contractor is expected to issue vessels to authorized users within ten (10) calendar days. All management personnel shall meet requirements to attain/retain user access accounts for Kuwait Naval Base/Camp Arifjan communications/computer network. The Contractor shall request and obtain base identification/passes as required, for personnel working at Muhammad ai-Ahmad Naval Base and Camp Arifjan, Kuwait. The Government contemplates an award of a firm-fixed price contract with a base year and two (2) one year option periods. The performance periods will include time to perform both the Definite and Indefinite Items of work. The North American Classification Code is 336611, Ship Building and Repair, with a small business size standard of 1,000 employees. Prospective contractors must possess the necessary qualifications to perform the work and must execute an Agreement of Boat Repair (ABR) with the MICC Contracting Office prior to award of contract. Place of Performance is Muhammad AI-Ahmad Naval Base and Camp Arifjan, Kuwait. Contractor must meet the required security clearances. Security procedures have to be in place to protect the vessels while in dry-dock or tied up to the pier. Personnel are required to complete the Port Facility Security Officer training. It is the contractor's responsibility to acquire the required credentials needed to gain access to KNB and Camp Arifjan. The entry requirements are being enforced by the Kuwaiti Navy Security Force. A sponsor is required for access to KNB. Interested contractors can submit their credentials along with a Capability Statement to include experience with similar projects of a comparable magnitude. Capability Statements should include your firm's business size (B(a), HUBZone, WOSB, VOSB, SDVOSB, Large, etc.), general background information (including your DUNS number or CAGE Code and number of employees), experience, qualifications, revenue for the last three years and any industry specific awards. A special notation should be made of similar or related programs performed for the Government including documentation with reference to applicable contract numbers. Documentation of expertise and experience must be presented in sufficient detail for the Government to determine that your firm possesses the necessary credentials/expertise/experience to compete for this acquisition.
