- The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the dry docking and repairs to NOAA Ship PISCES. The PISCES is 208.6 feet long overall, and its home port is Pascagoula, MS. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: Temporary Services; Dry Docking and Routine Dry Dock Work; Sea Valve Overhauls; Zinc Renewals and Additional Zinc Anode Installations; Cathodic Protection Inspection and Anode Replacements; ABS Special Survey No. 1; Underwater Body and Freeboard Coating; Bow Thruster Inspection; Ground Tackle Inspection and Preservation; Rudder/Tailshaft Removal and Inspection; Propulsion Shaft Thrust Bearing Inspection; Thrust Bearing Foundation Modifications; Superstructure Coating; and Dock and Sea Trials. OPTION ITEMS: Seawater Branch Line Connection; Transom Fender Modifications; Bow Thruster Drive Relocation; Non-Skid Renewal on Main and 01 Decks; and Freeboard, Superstructure and Underwater Body Complete Coating System, Unit Costs. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 40 calendar days, with a start date on or about January 14, 2014 and a completion date on or about February 22, 2014. Ship's transit time to and from the place of performance is not included in the specified performance period. The place and date for an inspection of the ship is November 8, 2013 at 1000 (local time) at NOAA Gulf Marine Support Facility, 151 Watts Avenue, Pascagoula, MS 39567. Vehicle and personnel access to NOAA Ship PISCES for pre-proposal inspections is restricted via gated security. Appointments and arrangements for attending the ship inspection can be made by calling the Port Engineer at 757-441-3342. This procurement is being issued on an unrestricted basis. Proposals are due on December 3, 2013, with an anticipated award date of December 20, 2013. The Government anticipates awarding a firm fixed price contract to the responsible contractor whose proposal conforms to the solicitation and represents the best value based on price and price related factors only. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the all documents related to this RFP, including any amendments. Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer. All responsible sources may submit an offer, which shall be considered by the agency.
