- The National Park Service, Historic Preservation Training Center (HPTC), 4801A Urbana Pike, Frederick, MD, 21704, is soliciting proposals for all labor, materials, equipment and tools necessary to provide transportation, pick-up and delivery, paint stripping, cleaning, metal repairs and alterations, fence panel disassembly and assembly, metal fabrication of replacement pieces, surface preparation and painting of fence panels, post and base assemblies, pedestrian gates and components for the fence project described in the drawings that will be attached to the Solicitation entitled Restore Historic Fence, Metalwork & Finishes consisting of 80 pages and the specifications identified in Section C of the Solicitation. The fence project is for a historically significant structure located in downtown Washington, D.C. A tentative date for the Preproposal Conference and Site Visit is scheduled for December 18, 2013, 10:30 a.m., however the issued Solicitation shall be checked to verify the final date. The meeting will be held in Washington, D.C. Three days prior to the meeting the names and requested information for those attending the meeting shall be provided to Sheila Rushlow (contact information below). Attendance at the meeting will not be allowed unless this protocol is adhered to. All work shall be done under an Indefinite Quantity Contract. The base contract period will be for a period of one year with options to extend for two additional one-year periods. Work will be ordered by issuance of a firm-fixed priced Task Orders. The maximum ordering limitation will be $1,000,000 for the life of the contract. The $1,000,000 maximum may be realized in a single year or spread over the life of the contract including all option years. The guaranteed minimum for the life of the contract, which includes the base period and all options exercised is $75,000. The Government anticipates award of one Indefinite Quantity Contract on or before February 10, 2014. Proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria and assigned weights identified in the Solicitation. Criteria A, Technical Approach, Criteria B, Samples of Work; Criteria C, Facilities and Equipment, Criteria D, Proposed Personnel, Criteria E, Past Performance and Criteria F, Price. The Solicitation with be issued electronically on the Federal Business Opportunities Website hppt://www.fedbizopps.gov. Offerors interested in the doing business and receiving a copy of the Solicitation must register on the Fed Biz Opps (www.fedbizopps.gov). NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. The Solicitation with specifications shall be posted on or about December 4, 2013. A hard copy of the Technical and Business proposal shall be submitted to the address identified in the Solicitation package, on or before 12:00 p.m. local prevailing time on January 3, 2014. No Email or Faxed proposals will be accepted.
