Required market research submission Notice type: Sources Sought Announcement #: W912HP-14-S-0007 Title: Replacement of Cooling Water Supply & Discharge Piping at Cooper River Rediversion Project at St. Stephen Hydropower Facility, St. Stephen, South Carolina Classification code: Z1NE Maintenance of Water Supply Facilities NAICS code: 237110 Water and Sewer Line and Related Structures Construction 237990 Other Heavy and Civil Engineering Construction RESPONSE DATE 4:00 p.m. EST 22 November 2013 DESCRIPTION: Purpose: The U.S. Army Corps of Engineers, Charleston District is performing a market research for a requirement entitled: "Replacement of Cooling Water Supply & Discharge Piping at Cooper River Rediversion Project at St. Stephen Hydropower Facility, St. Stephen, South Carolina". This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is for market research information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this Sources Sought synopsis is to determine interest and capability of potential qualified Small Business, Certified 8(a) Small Business, HUBZone Small Business, Woman-Owned Small Business firm and Service Disabled Veteran-Owned Small Business firms relative to the North American Industry Classification Codes (NAICS) 237110, Water and Sewer Line and Related Structures Construction and 237990, Other Heavy and Civil Engineering Construction. In determining an appropriate acquisition strategy, type of solicitation, manner of advertisement, etc., the responses to this sources sought synopsis may be used. If inadequate responses are received, this solicitation may be issued for full and open competition. All interested parties are encouraged to respond to this announcement. Qualified small businesses relative to the North American Industry Classification System (NAICS) code 237110 and 237990 are particularly encouraged to respond. The Small Business size standard for this NAICS codes are is $33.5 Million. The order of magnitude for this effort is estimated between $1,000,000.00 and $5,000,000.00. Project Description: The U.S. Army Corps of Engineers, Charleston District has a construction requirement for replacing the cooling water supply and discharge piping and control devices associated with the system at the Cooper River Rediversion Project located in St. Stephen, South Carolina. This requirement will be awarded as a firm-fixed price construction contract. The work consists of replacing the cooling water supply and discharge piping and all control devices associated with the system at the Hydropower Plant. The work includes, but is not limited to mechanical and component replacements. Note: (1) If the decision is to Set-Aside this procurement for HUBZone Small Business, the contractor, shall be required to perform in accordance to 13 Code of Federal Regulation (CFR) SUBPART 126.700. (a) A qualified HUBZone Small Business receiving a HUBZone contract for general construction must perform at least 50% of the contract either itself, or through subcontracts with other qualified HUBZONE Small Business concerns. Note: (2) If the decision is to Set-Aside for Small Business or 8(a) concerns, the contractor shall be required to perform in accordance to Federal Acquisition Regulation (FAR) 52.219-14 Limitation on Subcontracting (b) states the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. Other Information: Formal solicitation is anticipated at this time to take place in November 2013. Where To Submit Responses: Submit responses via email to Ms. Kathryn Rice, Contract Specialist, at Kathryn.A.Rice@usace.army.mil Submission Requirements For Responses To This Sources Sought: If you do not intend to submit a proposal for this project when it is formally advertised, please do not submit a response to this sources sought synopsis. Firms responding to this announcement, who fail to provide ALL of the required information requested, may not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. The required information is as follows: (1) Your firm's intent to submit an offer for this project when it is formally advertised. (2) The name of firm with address, phone and point of contact. (3) CAGE Code, DUNS number or a copy of your current System for Award Management (SAM) entity record. (4) If your firm is a small business related to the applicable NAICS code, include any category of small business if applicable, such as 8(a), HUBZONE, WOSB, or SDVOSB. (5) Bonding Capacity: State whether your firm can provide a Bid Bond (20% of the total bid amount), Performance and Payment Bonds (100% of the contract amount) for a $1-5 million project. Also submit maximum bonding capacity and indicate a list of Construction Contracts underway with project Value to determine remaining bonding capacity. The Contractor shall provide Performance and Payment Bonds within ten (10) calendar days after award. The contractor shall begin work within 30 calendar days after acknowledgement of the Notice to Proceed. (6) Use the "Statement of Capability (SOC) attached to state your firm's skills, experience, knowledge, and equipment required to perform the work as described above in "Project Description". This should include documentation of past specialized experience and technical competence in performing similar projects, up to three (3) past projects for which your firm was involved within the last 5 years. The SOC should be no more than two pages in length. Be sure to indicate whether your firm was the prime or sub contractor, and list all pertinent information related to each project, to include but not limited to: a. Customer (Government? Military? Federal? Commercial?). b. Contracting Activity. c. Contract Value and/or the value of your firm's portion of the work involved. d. Place of performance. e. Any special challenges encountered and innovations delivered as a result. PLACE OF CONTRACT PERFORMANCE Cooper River Rediversion Project, St. Stephen, South Carolina. PERIOD OF PERFORMANCE Completion Time for this project will be specified in the solicitation. If the contractor fails to complete the work within the specified number of days, the contractor shall pay liquidated damages to the Government in the amount specified in the contract.
