- Description
- The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to provide Technical, Operational and Maintenance Support Services required by Headquarters Marine Corps, Installations and Logistics Department/Marine Corps Installations Command (GF) for the Enterprise Environmental Systems Software, USMC WEBCASS. USMC WEBCASS is an enterprise data collection and management suite of IT applications used by CONUS and O'CONUS Marine Corps sites to document environmental compliance and conservation metrics; resource management requirements and budget execution; compliance reporting data collection; program deficiencies; and mitigation/corrective Plans of Action and Milestones. The Regional Contracting Office, National Capital Region (RCO-NCR) is requesting responses from qualified small business concerns. The qualifying NAICS code for this effort is 541511, with a size standard of $25.5 Mil. USMC WEBCASS was developed to ensure reliable, accurate and compliant environmental programs, data management and reporting capability. USMC WEBCASS is comprised of four (4) primary applications: (1.) Status Tool Environmental Program (STEP); (2.) Conservation Resource Management Tool (CRMT); (3.) Web-Compliance Assessment and Sustainment System (WEBCASS); and (4.) Environmental Management Repository (EMR.) Headquarters Marine Corps, Installations and Logistics Department/Marine Corps Installations Command (GF) requires contract services for full time server, hosting, and software operations, maintenance and technical support; system integration, customization and updates; facilitation for use of The Environmental Assessment and Management (TEAM) Guide environmental compliance checklists distributed through the USACE Construction Engineer Research Laboratory (CERL); information assurance support; tier I and II help desk support for USMC users; development and maintenance of user guides, system documentation, and user training. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Commercial published product/labor categories and rates used by respondents for similar products/services (this does not count against the 10 page limit); (3) Citation of any current or past customers (i.e., within the past three (3) years) to include contract number, point of contact telephone number or e-mail address; (4) Link to respondent's General Services Administration (GSA) contract or attached file of same, if applicable (product or service must be 100% available from the offered schedule), and (5) other material relevant to establishing core competencies of the firm. The Marine Corps is neither seeking proposals nor accepting unsolicited proposals. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
