- Arcata has A Requirement for 1 each IADS-TELEM-SITE, Maintenance Renewal. Arcata Associates, Inc intends to purchase the items from SYMVIONICS, Inc., Telemetry Systems 190 Sierra Court Suite A3 Palmdale, CA 93550 This item is software used for the display and analysis of flight test data. IADS (Interactive Display and Analyis System). This software is used in the mission control centers at NASA Dryden and has been for over 10 years. This purchase is for the annual license maintenance. The annual license renewal has occurred every year since 2002. There is no other source that provides the capabilities of this product. The impact is millions of dollars in software development. It would requires the purchase of a new telemetry system, the rewriting of approximately 12 in-house developed applications that interface into the telemetry system, which in-turn interfaces to IADS. There are annual reviews of the market to evaluate products that provide similar capabilities. To date none have come close to providing the capabilities provided by IADS. As such, IADS has become the defacto standard for flight test across all of DoD. Arcata Associates, Inc does not intend to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice. Questions concerning this notice can be sent to DFRC-Arcata-Procurement@mail.dfrc.nasa.gov and must be received by 2:00 p.m. pacific time on November 12, 2013.Question submitted after this time will not be accepted. Answers to questions will be posted no later than 2:00 P.M. on November 15, 2013. Interested organizations may submit their capabilities, qualifications and pricing to perform this effort in writing via email to DFRC-Arcata-Procurement@mail.nasa.gov no later than 2:00 p.m. pacific time on November 21, 2013. Such proposals will be submitted to the evaluation team for review.
