- The USPFO for Florida, located at St. Augustine, FL, intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for Construction to REPAIR/ADD SQUADRON OPERATIONS AND MOBILITY BUILDING 1005, 125TH FIGHTER WING, JACKSONVILLE, FL. Project to be LEEDR Silver Certified. Construction services will consist of the renovation of the F-15 Squadron Operations, Command Post, and flight operations support functions and the construction of a new Mobility Processing Center. This facility also includes life support and maintenance support spaces, administrative office spaces, utility spaces, and Supervisor of flying/planning support spaces. Portions of the facility are classified as a Special Access Program Facility (SAPF) and designed to meet Joint Air Force, Army, Navy (JAFAN) 6/9 physical security standards. The Command Post, Generator Room, and Communication Closets will be constructed to meet the SAPF requirements of JAFAN 6/9 as well as meet the requirements of AFI 31-101 for Protection Level 3 (PL3). In addition to a base price for the work describe above the solicitation includes Government Options for this project. 1. Provide 1.5-in Asphalt overlay along Falcon Avenue; 2. Purchase, Install, Test and Label Communications System Devices and Cabling; 3. Purchase, Install, Test, and Label Security System Devices and Cabling. Magnitude of the project is between $1,000,000 and $5,000,000. Construction/contract completion time is 390 calendar days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. This is a total small business set-aside. The small business size standard is $33.5 million average annual revenue for the previous three years. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states quote mark By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees quote mark applies to this project. The tentative date for issuing the solicitation is on or about 26 November 2013. The tentative date for the pre-proposal conference is on-or-about 6 December 2013, 9:30 a.m. local time at the 125th CES Building, at 125th Fighter Wing, Jacksonville IAP. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation closing date is scheduled for on-or-about 26 December 2013. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Technical, Past Performance and Price. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR)/SAM Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY). Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Additionally, to view and/or download Export Controlled Materials, a company must be certified (via an approved DD Form 2345) by the Joint Certification Program (JCP) administered by the DLA Logistic Information Service (DLIS). This certification establishes that a company is a U.S. or Canadian contractor eligible to receive unclassified technical data that is under the control of the U.S. Department of Defense (DoD) or the Canadian Department of National Defense (DND). The U.S./Canada Joint Certification Program (JCP) office reported that once a company is certified with the JCP office (normally 7 to 12 business days), the company should contact FBO to have them add their JCP number to their FBO account. The FBO help desk (Federal Service Desk) reported that companies need to make sure that they are registered and login as a Vendor to FBO. When the Vendor click's to open an export controlled package/document, they should be asked for their MPIN. After entering the MPIN, the export controlled package/document should be viewable/downloadable by Vendors that have gone through the JCP process. If a Vendor still has problems, the Vendor should check to make sure that their SAM registration and MPIN are valid and up-to-date. If problems still persist, the Vendor may call the FBO help desk at 866-606-8220, selection option 2 for FBO issues, and ask for troubleshooting assistance. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data. This solicitation is not a competitive bid and there will not be a formal public bid opening.
