- Sources Sought Notice USAF PKI Smart Card Interface Development SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) Title: USAF PKI Smart Card Interface Development Response Date: 8 November 2013, 4:00PM CST The Air Force Life Cycle Management Center (AFLCMC), Cryptologic Systems Division, Responsive Cyber Branch (AFLCMC/HNCY) is seeking potential sources that are able to provide information or utilities that will improve and/or modernize the current smart card-host interface. The PKI SPO was created to implement PKI across the AF infrastructure and mission areas. While the capability to PKI enable AF network systems has been completed for several years, the application to all systems on AF networks is far from complete. The SPO has a continuing requirement to maintain and modernize the defensive information assurance of the network through identity management. Additionally, the PKI SPO has a continuing requirement to technologically and operationally PK-Enable existing and evolving AF systems, services, applications and devices. In keeping with its mission, the PKI SPO periodically reanalyzes its systems and conducts research to ensure that it maintains awareness of emerging technologies; incorporating them as necessary on a timely basis. At present, the smart card-host interface is undergoing such reanalysis. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any Government assessments. Firms responding to this notice shall indicate whether or not they are a small business concern as defined in FAR 52.219-1 and indicate if they are 8(a), Small Disadvantaged Business, Woman Owned Small Business, Veteran Owned Small Business, HUB Zone Small Business, Service Disabled Veteran Owned Small Business, and HBCU/MI. The NAICS Code is 541511 Custom Computer Programming Services ; the Small Business Size Standard is $25.5M. CAPABILITIES PACKAGE: All interested parties who believe they can meet the requirements are invited to submit a capabilities package. Capability packages should address the source's qualifications with respect to the following criteria: •· Personnel, facilities, and storage with SECRET//NOFORN clearances or ability to obtain said clearances. •· Provide a method of contact and distribution of material at the SECRET//NORFORN level •· Past experience and proven capability to develop a Commercial Off-The-Shelf (COTS) smart card-host interface solution.
