- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. A market survey is being conducted to determine if there are adequate, HUBZone, 8(a), Woman Owned, Service Disabled Veteran Owned, and Small Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding (1) Firm Fixed Price Contract for Beachfill Long Beach Island, Ocean County, New Jersey. In general, the project entails Contract work is to provide hurricane and storm damage reduction. The proposed work includes: A base bid to place approximately 8,000,000 cubic yards of beachfill to repair the dune and berm system along the Atlantic Ocean coastline of Long Beach Island, Ocean County, New Jersey. The project area encompasses the municipalities of Long Beach Township, Ship Bottom Borough, Beach Haven Borough, and small portions of the Boroughs of Surf City and Harvey Cedars. The contract work may also consist of separate options to place additional amounts of beachfill per option, if awarded, in locations within and outside of the Base bid areas. The project work for the Base Bid and Options, if awarded, also may include, in addition to beachfill, the construction or repair of pedestrian, vehicle, and handicap dune crossovers; planting dune grass; providing sand fencing; and the relocation or removal of various existing structures to accommodate the beachfill and dunes. The beachfill material for this contract must come from the authorized borrow area located approximately 2.5 - 3.5 miles offshore of Long Beach Island in the Atlantic Ocean, which will be designated on the contract drawings. Project will also include pre-placement and post-placement condition surveys; environmental modifications and monitoring as needed depending on the season; Munitions and Explosives of Concern (MEC) modifications and monitoring; and structures monitoring Estimated cost range of the project is estimated to be over $100,000,000.00. The NAICS Code for this project is 237990 and the small business size standard is $20 Million. Payment and performance bonds will be required for 100% of the contract award. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested HUBZone, 8(a), Woman Owned, Service Disabled Veteran Owned Business or Small Business contractors should submit a narrative demonstrating their Specialized Experience in similar type contracts, Past Performance, Key Personnel. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount. Narratives shall be no longer than FIVE (5) pages.
