- Site 276 DFAC and Energy Center - Israel Synopsis: The U.S. Army Corps of Engineers, Europe District plans to enter into a Firm Fixed Price (FFP) Contract for a Design-Bid-Build (DBB) construction contract for the construction of a Dining Facility (DFAC) and an Energy Center at Site 276 in Israel. Additional work consists of providing building utilities, kitchen equipment, landscaping, dismantling and relocation and demolition of existing structure and facilities and removal of an underground 20,000 liter fuel tank. The proposed construction will be administered under Foreign Military Sales (FMS) and United States (U.S.) procurement laws and regulations. The contract will be awarded and paid in U.S. Dollars. This procurement is restricted to U.S. firms only, in accordance with 41 U.S.C. 421, 48 C.F.R. Chapter 1, Federal Acquisition Regulation (FAR) 6.302-4 - International Agreement, and Defense FAR Supplement (DFARS) Part 225 - Foreign Acquisition. Contractors participating in this solicitation must be U.S. firms. Any Joint-Venture must be with another U.S. firm. Responses are desired from firms who can demonstrate recent experience and good past performance in construction of similar facilities. The qualifications of the construction firm along with the submitted price will evaluated by the Government and award will be made to the overall best value trade-off. The estimated magnitude of construction is $5,000,000 to $10,000,000. The maximum construction duration is 540 calendar days. The North American Industrial Classification System Code (NAICS) is 236220. The Government will post this synopsis, the solicitation, and all subsequent amendments through the Army Single Face to Industry (ASFI) Acquisition Business Web Site to the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) Web Site http://www.fedbizopps.gov. It is the Offeror's sole responsibility to obtain the solicitation and any subsequent amendments through this website. Offerors are encouraged to visit this web site and become familiar with its contents and functionality prior to the solicitation issue date. It is projected that the solicitation will be issued on or about 19 November 2013 with a pre-proposal discussion / training and site visit on or about 25 November 2013, and a projected closing date of 19 December 2013. The solicitation will be issued free of charge and available electronically. Paper copies of this solicitation, plans, and specifications will not be provided. It is the offeror's sole responsibility to ensure they have obtained all solicitation documents and any subsequent amendments, if any.
