- This is not a Pre-solicitation or Solicitation announcement. This is a sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential qualified sources and their size classifications; HUBZone, 8(a), Small Disadvantage Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Business, Large Business relative to NAICS Code 541611, with a small business size standard not to exceed $14,000,000.00 gross annual receipts. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under NAICS code 541611? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act? 4) Are you a certified HUBZone firm? 5) Are you a woman-owned or operated business? 6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? 7) Is your business a large business? Please provide a capability statement addressing your organization's ability to perform as a prime contractor the work described below: The contract shall provide the necessary Subject Matter Experts (SMEs) to analyze and assess Engineer Research and Development Center (ERDC) capabilities in each of the areas of Excellence; to participate in lab peer reviews, business area program development reviews, portfolio reviews and assessments, benchmarking participation and orchestration, organizing and facilitating workshops and seminars for professional development, and consulting in outreach mechanisms for technology transfer, organizational effectiveness, marketing and business development, venture capital development, and communications. These tasks will fall within one of the following scopes: Organizational Effectiveness. The contractor is to provide SMEs that evidence experience with benchmarking best practices applied by world class R&D organizations in the broad spectrum of Program Development, Human Capital, Marketing and Business Development, Communications, and Community and Organizational Effectiveness; the knowledge and connections to provide benchmark opportunities to other similar organizations to enhance the ERDC organizational performance in these areas; and experience with providing advise and/or conduct enrichment opportunities to enhance assessment capabilities. SME's may be required in the areas of Human Capital assessment and development in order to conduct workshops for ERDC personnel in the areas of recruitment, career assessment/development, and/or supervisory skills. SME's may be required in the areas of technology/capability marketing, business development, organizational marketing, and organizational enhancement, community involvement, etc, all within the Federal laboratory arena. SME's may be required in the areas of internal/external communications to include web page design, writing skills, advertising skills, video production, and/or branding development. ERDC Basic Research Review - Each year the ERDC solicits new basic research (6.1) proposals that foster increased scientific and/or technical knowledge in areas of strategic research identified by each of the ERDC Business Areas. Proposals submitted by ERDC engineers and scientists in response to the annual solicitation are reviewed and prioritized and are then assessed by a panel of experts to identify new or emerging research areas for consideration by the ERDC Senior Leadership at the annual Portfolio Review. The review is a 2-3 day meeting during the summer months and includes SMEs as external participants to assess the capabilities, need, niche technologies, and risk of the proposed projects. The contractor is to provide SME's with prior experiences working with Federal research and or National laboratories; well published and/or recognized as an expert in a specific technology, capability and connection to the military and/or civil engineering fields. ERDC Portfolio Review and Analysis - The ERDC annual Portfolio Review and Analysis, typically 2-4 days during the summer months. This review assesses each of the ERDC Business Area basic, applied, and advanced research strategic plans and direction. SME participate during the review and analysis of proposed and existing projects to identify emerging technologies, recommend potential customers, technology transfer opportunities, and to participate in the assessment of the individual ERDC projects as to the competencies and direction of ERDC technologies in military and civil work arenas. The contractor is to provide SME's who have experience in military and civil areas of research and development; quality prior experiences working with Federal research and or National laboratories; well published and/or recognized as an expert in a specific technology, capability, or connection to the military and/or civil engineering fields. Lab and Business Area Strategic Reviews - Annually, Strategic Planning Reviews; alternating between Business Area Strategic Plans and Laboratory Strategic Plans are conducted. Lab Strategic Reviews are to assess the lab strategic plan for the current technology areas and those they propose to pursue. This includes resources in the capability areas, such as facilities, equipment, and workforce; projected customers and stakeholders; and technology transfer plans. Business Areas Strategic Reviews are to assess the BA strategic plans and direction for new technology bases; new targeted customers; leveraging plans through partnerships and collaborations; and plans for future technical direction. The contractor is to provide SME's that evidence knowledge and experience in laboratory operations, military and civil research and development capabilities assessment, marketing and business development at the Federal and National Lab R&D level, and venture capital development. R&D Red Teams - Individual Labs and Business Areas may develop Red Teams to review a cross cut of the Lab or BA program strategy. SMEs may be requested to participate to provide a much condense version of the BA/Lab Strategic Review in preparation of the BA or Lab's development of their strategic plans. Each contract task requested in support of the contract shall provide expert advice, facilitation, guidance or counseling in the areas of Excellence above and reports following each meeting or conference. The contractor shall provide a monthly report assessing the activities and condition of the contract. Consulting Services -The term quote mark consulting quote mark as defined herein does not include staff augmentation. Services include, but are not limited to: strategy consulting; studies, analyses, scenarios, and reports relating to an agency's mission-oriented business programs or initiatives, such as defense studies, desktop exercises or scenario driven simulations, educational studies, regulatory or policy studies, and preparedness studies; executive/management coaching services; customized business training as needed to successfully perform/complete a consulting engagement; and marketing and business development assessment and strategy. Facilitation Services - Services include, but are not limited to: facilitating group briefings and discussions, enabling focused decision-making; capturing discussion content and related facilitation services; and preparing and providing draft and final reports relating to the facilitated issues. Training Services - At minimum, proposed professional services shall identify labor categories, subject matter(s), and methodology (ies) to be used. Products/Tools - The contractor shall provide any products or tools needed by the SMEs. They can include: workbooks, training manuals, slides, videotapes, CDs, DVDs, software programs (excluding licenses), etc. This Sources Sought Notice does not pertain to Competitive Outsourcing under A-76. This is not request for proposal and in no way obligates the Government to award any contract.
