- Description
- USNO is seeking consulting personnel with highly specialized knowledge and skills to provide technical advice and project management for the construction, assembly, installation, and testing of a new VLBI2010 antenna at KPGO, Kauai, Hawaii. The Contractor may be a single individual or a group within a larger organization that have the necessary combined skills and knowledge. The Consultant will need to address several topics in order to achieve the scope of the contract. These topics include: 1. Oversee the completion of appropriate tasks, with the necessary lead-time, in order to ensure that the USNO VLBI2010 antenna is built at Kokee Park, Kauai, Hawaii, and is completed on schedule. 2. Determine if one of the two proposed sites will be suitable for telescope placement. Site 1 is currently preferred, but if for some reason it proves to be unsuitable, work with the NAVFAC Hawaii staff, as needed, to assess an alternate site on KPGO. 3. Interact with and coordinate the contractor(s) responsible for constructing the pad, antenna and a riser (if needed) to elevate the site lines of the antenna. 4. Ensure the compatibility of the constituent parts of the VLBI2010 antenna. 5. Ensure that the KPGO site is prepared suitably for the installation of the antenna. 6. Oversee the installation of the antenna at KPGO. 7. Oversee the acceptance testing of the antenna upon completion in order to ensure compliance with VLBI2010 standards. 8. Support design reviews for the Kokee Park Antenna project, including: a Preliminary Design Review (PDR), a Critical Design Review (CDR), and a System Acceptance Review (SAR) for the antenna. 9. Support end-to-end testing of the system with the receiver and data collection electronics installed on the antenna. Period of performance: 1 October 2014 through 30 September 2014, with two options from 1 October 2015 to 30 September 2015, and 1 October 2015 to 30 September 2016.
