Description
1. INTRODUCTION/PURPOSE: The Federal Aviation Administration (FAA) has a requirement for the acquisition, deployment and sustainment of Tower Simulation Systems (TSS) including providing training services and on-site field representative support for the TSS Phase Two Project. The purpose of this announcement is to conduct a Market Survey to solicit statements of interest and capabilities from interested vendors in accordance with FAA Acquisition Management System (AMS) Policy 3.2.1.2.1. This announcement is NOT A REQUEST FOR PROPOSAL (RFP) NOR IS IT A REQUEST FOR QUOTE (RFQ). The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or cost incurred in preparing the responses to this market survey or activities contained herein. Therefore, any costs associated with this submission are solely at the interested vendor ™s expense. The nature of the competition that will be conducted for this procurement has not been determined. The FAA will evaluate the responses to this Market Survey and will make acquisition decisions based on the responses and the FAA ™s needs. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The Principal North American Industry Classification System (NAICS) code for this requirement is 541512 with Small Business Administration (SBA) size standard of $25.5M in average annual receipts. This Market Survey conveys the potential agency need and seeks sources capable of providing the desired functional capabilities described herein. Responses will assist the FAA in further developing the acquisition strategy for Tower Simulation System (TSS) Phase Two. All information, except that which qualifies under an exemption, provided in response to this Market Survey may be subject to release under the Freedom of Information Act (FOIA). Information considered proprietary or confidential must be clearly marked as such. Any information not identified as proprietary or confidential will be used at the FAA ™s discretion and may be publicly released without further FOIA disclosure review by the FAA or respondent(s). 2. CAPABILITY STATEMENT AND BUSINESS DECLARATION FORM a. Interested firms that believe that they have the technical ability to meet this requirement, as defined by Attachment A Contractor Tower Simulation System Capabilities Statement, should address each of the attachment ™s thirteen (13) listed capabilities in terms of your firm ™s capabilities, qualifications and experience. If an interested party is not currently capable in one or more of the thirteen listed requirements, the contractor should include in their capability statement plans for obtaining these capabilities no later than January 1, 2015. Interested vendors responses must demonstrate experience and proven capabilities working with technically equivalent Tower Simulation Systems in an environment similar to FAA Air Traffic Control with a proven record of providing timely and efficient support services. The documentation must include the firm ™s product specification. b. Required submission format: Electronic submissions only. No more than 25 pages in Times New Roman 12 point font with one inch margins all around, exclusive of contractor ™s product specification. Note that the FAA ™s email system is limited to receiving attachments that are no larger than 10 MB. c. Interested firms are also required to complete and submit Attachment B Business Declaration form and provide a copy of their SBA 8(a) certification letter, if applicable. d. Written questions or comments about this Market Survey must be submitted to Robert.C.Taylor-II@faa.gov and received no later than 2 pm EST November 20, 2013. Phone calls will not be accepted. e. All responses to this announcement must be directed to Robert C. Taylor II, no later than 2 pm EST December 6, 2013.
