INL Program Coordinator Nairobi, Kenya Issuance Date: 11/6/2013 Closing Date: 11/20/2013 SOLICITATION NUMBER: PSC-14-013-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: BACKGROUND The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). INL's mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens through providing effective foreign assistance and through fostering global cooperation. INL's Office of Africa and the Middle East (AME) develops and manages criminal justice sector reform programs and contributes to policy formation on civilian security issues in both regions. INL/AME and INL personnel in-country administer U.S. government assistance to the Kenyan criminal justice sector, including its police and justice institutions. Embassy Nairobi also administers INL/AME's Somalia programs. INL's Somalia programs support the development of the criminal justice sector, security sector reform, and the prevention of transnational organized crime. The Coordinator will provide general administrative and policy direction concerning overall program priorities and objectives, as well work with INL/AME to develop and manage programs and related issues. The Coordinator will liaise with other agencies/governments active in the fields of rule of law and administration of justice, as well as with host government contacts. The Coordinator will monitor INL programs throughout Kenya and Somalia, analyzing their effectiveness and suggesting improvements. The Coordinator will present these approaches to INL/AME for discussion and approval. The Coordinator will reside in Nairobi and occasionally travel and work elsewhere in Kenya and in Somalia, as circumstances dictate and allow. PURPOSE The purpose of this Personal Services Contract is to fill the new position of INL Coordinator at Embassy Nairobi. The INL Coordinator will oversee INL programs in both Kenya in Somalia. The Coordinator will spend 75 percent of his/her time managing INL's foreign assistance to Kenya, with the remaining 25 percent of his/her time dedicated to managing INL's foreign assistance to Somalia. The Coordinator will help oversee all management aspects of the program (to include training, funding, equipment accountability, and implementer performance). The Coordinator will also provide internal control and accountability for the delivery of equipment, technical assistance, training, and other assistance to the Kenyans and Somalis. The Coordinator must be able to work rapidly, responding promptly to multiple and evolving priorities in a difficult and demanding environment. RELATIONSHIP The Coordinator will report to the Political Section and Law Enforcement Working Groups at US Embassy Nairobi and liaise/coordinate with the INL/AME staff in Washington, D.C. Both the head of the Political Section in Embassy Nairobi and the head of the Political Section -Economic in the Somalia Unit will provide yearly performance reviews to the INL/AME Africa Team Lead in Washington, D.C. to contribute to the candidate's official yearly performance review. DUTIES AND RESPONSIBILITIES • Identifies potential program efforts and areas of development for future programs that will fulfill INL's goals and objectives. • Evaluates and advises the Mission on the performance of Kenyan and Somali agencies and implementing partners operating in conjunction with INL assets and resources to evaluate and recommend the need for future programs. • Participates with Kenyan and Somali officials in determining how to best develop institutions that contribute to a more just society, including the police, the judiciary, the corrections system, and civil society. Generates support for and actively advances U.S. policy objectives with key officials, influential organizations, the media, and leaders in the private sector. • Liaises with and assists the various Kenyan and Somali law enforcement agencies in developing viable capacity-building projects in the fields of: accountable policing and oversight, forensics, and institutional reform. Also acts as liaison between these Kenyan and Somali entities and other components of the U.S. Mission. • Maintains the necessary professional and social relationships with Kenyan justice sector officials to ensure close, cooperative working relationships. • Assists in the preparation of such reporting as the annual budget request for International Narcotics, Crime and Law Enforcement (INCLE) funds and the Mission Resource Request. Coordinates annual reporting requirements for INL (e.g., the INCSR parts I and II, the End-Use Monitoring Report, etc). Helps administer and monitor the expenditure of funds provided to implementers. Prepares program documentation and procurement requirements for assistance projects. Helps prepare regular reporting, as well as monthly status reports to INL/AME. • Analyzes and reports on law enforcement and justice sector developments in Kenya and Somalia, ensuring that the USG is fully informed on the capabilities, capacity, performance, and opportunities with regard to all elements of Kenya's justice sector. • Briefs Department, Congressional, and other international dignitaries orally and in writing on the INL-funded law enforcement programs in Kenya and Somalia. Prepares documents for presentation to the U.S. Congress. Develops appropriate itinerary and accommodates official travelers, as necessary. • Ensures that the INL Office is effective in channeling and coordinating INL assistance to the governments of Kenya and Somalia. • Establishes and maintains appropriate internal management control systems. Ensures that INL programs are not subject to waste, fraud, or mismanagement. Helps manage and monitor the use of all U.S.-provided commodities intended for justice sector purposes. • Provides analysis and guidance in project budget preparation, and program planning. • Conducts senior-level field surveys, evaluations, and special studies, as directed. COMPLEXITY The work involves managing and providing technical expertise on a number of different assignments to various offices and stakeholders. The ability to perform complex analysis is essential in coordinating with other agencies/governments active in the fields of rule of law and administration of justice, as well as with host government contacts. SCOPE AND EFFECTIVENESS The INL Program Coordinator will perform broad and extensive assignments related to programs spanning the full-range of INL program activities in a very dynamic and complex environment supporting a full-range of the INL mission. PERSONAL CONTACTS The INL Program Coordinator will work closely with INL, US law enforcement personnel, Embassy personnel, host government law enforcement officials and other project stakeholders. MINIMUM QUALIFICATION • U.S. citizenship, and able to obtain/maintain Department of State Secret Clearance, medical clearance, and ethics clearance, if applicable. May start with an Interim Secret Clearance. • Bachelor's degree from an accredited institution, in the area of law, international development, international affairs, political science, or a related field. • Demonstrated Seven (7) years of experience drafting highly complex, analytical briefing papers, memoranda, letters, and reports for review and/or signature by senior-level officials. • Demonstrated Seven (7) years of experience of on-the-ground international experience managing development programs, to include design, monitoring and evaluation of programs. • Demonstrated Seven years (7) experience working within international development programs; experience drafting related reports/documents, annual budgets, and strategic plan submissions. • Demonstrated experience developing INL security sector training programs and supplemental curriculums. • Previous experience managing INL assistance programs in east Africa. • Previous experience in the training of African law enforcement and/or judicial officials. • Demonstrated experience working effectively with host-nation counterparts, departments, and ministries to further U.S. program objectives and to communicate any issues in a timely and concise manner. • Substantive knowledge and experience within Africa of rule of law or law enforcement programs. • Demonstrated experience with the review and development of police curriculum, instruction manuals, and/or standard operating procedures. • Superior interpersonal and managerial skills. • Proficient in Microsoft Office Suite. • Excellent oral and written English communication skills. • Demonstrated experience in planning, strategizing, implementing and reporting on projects. • Ability to complete the Foreign Service Institute (FSI) Contracting Officer's Representative (COR) course successfully within 120 days arrival at Post. PREFERRED KNOWLEDGE AND SKILLS • Previous substantial experience in east Africa. • Graduate degree from an accredited institution, in the area of law, international development, international affairs, political science, or a related field. • Previous experience cultivating extensive networks of law enforcement and judicial officials to successfully implement programs. • Experience working for the Department of State/INL. • Established networks with international journalists and NGO's. • Advanced understanding of U.S. foreign policy in Kenya and Somalia. EVALUATION FACTORS Factor 1: Program Management (40 percent) Demonstrated experience in program management, especially in international programs involving multiple agencies that include foreign government entities; to include experience involving analytical, planning, management, advisory, operational, or evaluative duties. Factor 2: International Experience (25 percent) Demonstrated experience managing programs in East Africa; to include ability to live, work, and travel in difficult conditions with limited support, manage programs in a complex and fluid environment, and show good judgment in challenging security situations. Factor 3: Past Performance (20 percent) Past Performance of applicant's ability to perform duties assigned related to the position. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references or other sources). Factor 4: Communication (15 percent) Ability to communicate effectively, both orally and in writing, in a timely and concise manner, and to interact effectively with others at all levels, in order to prepare, analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines, and advise program officials. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
