- The NAVSUP Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to solicit on an Other Than Full and Open Competition basis, computer aided legal research (CALR) services. The services will be accomplished through bridge modification under an existing Indefinite Delivery, Indefinite Quantity (IDIQ) Contract N00189-09-D-Z015. The modification will include a base period of three months (beginning 1 January 2014) with three one month options. This modification is being processed on the basis of Other Than Full and Open Competition, sole source to LexisNexis of 9393 Springboro Pike, Miamisburg, OH 45342-4424, under the statutory authority permitting other than full and open competition, Section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a). The Government intends to solicit and negotiate with LexisNexis since they are the only source that can provide the requisite services within the required timeframe. The current contract expires at the end of December 2013. A solicitation for the follow on contract is due to be issued shortly on a limited competition basis. Contract award on a limited competition basis, however, will not likely take place in sufficient time to avoid a gap in services. These services are essential to the Office of the General Counsel in order to provide required legal services to the Department of the Navy. In the interim, only LexisNexis can provide the services for the short period following expiration of the current contract and award of the follow on contract. There is insufficient time to perform a limited competition for this bridge action. Furthermore, award to other than Lexis will require training and issuance of passwords for all users for which there is insufficient time before the end of the current contract. The applicable NAICS code is 541199 with a size standard of $6.5M. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent IS NOT a request for competitive proposals. However, the Government will consider all requests received within 12 calendar days after the date of publication of this synopsis. The Government will not pay for information received. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
