Description
REQUEST FOR INFORMATION (RFI) 1. Introduction: The U.S. Army Program Executive Office for Simulation, Training & Instrumentation (PEO STRI) is conducting market research to provide Virtual Brigade Combat Team (VBCT) Collective training, to support the future needs of the Army. Sources are sought that leverage existing investments and provide opportunities for early refinement of emerging platforms. This Request For Information (RFI) is intended to shape emerging requirements, inform technology and affordability bounds to the solution space and shape an adaptive acquisition strategy for Army solutions. Part of the market research is to publish a RFI Notice seeking market information on businesses able to provide the capabilities, as described in the below sections. This notice is issued solely for information and planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal or as an obligation on the part of the Government to acquire any products or services. Your response to this notice is strictly voluntary and will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this notice or the Government use of such information. This RFI Notice is not tied to any current nor anticipated to be a precursor to any future request for proposals (RFP). Sources will be provided the opportunity to present briefings or demonstrations to a Government panel during Interservice/Industry Training, Simulation and Education Conference (I/ITSEC) on Tuesday, 3 December 2013 in Government MeetingRoom (S330D) after the overview briefing scheduled for 0800.. 2. Overview: The U.S. Army Program Executive Office Simulation, Training and Instrumentation (PEO STRI) is seeking industry solutions to provide collective training at a high level of fidelity for the Company Combat Team mission set of the Stryker Brigade Combat Team (SBCT), and the Infantry Brigade Combat Team (IBCT) in a virtual environment that is interoperable with the Armored Brigade Combat Team (ABCT) solution in CCTT. The VBCT solution must be compatible and interoperable with the Synthetic Environment (SE-Core) terrain databases, the Live, Virtual Constructive - Integrating Architecture (LVC-IA), Games for Training (GFT), Stryker Embedded Training System (ETS) and stimulate/be stimulated by mission command systems. Ideally, the VBCT should be low overhead, mobile, rapidly reconfigurable, approximate the conditions of the operational environment, operate on the Army's training network and contain an automated training management capability. a. For the SBCT, a fully immersive, or a combination of fully and semi-immersive training simulation for two company-sized elements or a Brigade Tactical Exercise without Troops (TEWT). Solution must simulate all elements of both Company Combat Team or Company pure size elements for a maximum of two company units per training event, with the ability to connect to a constructive wrap-around through the LVC-IA. b. For the IBCT, a fully immersive, or a combination of fully and semi-immersive training simulation for two Company Combat Teams or Company pure size elements or a Brigade TEWT. Solution must simulate all elements of a Rifle Company, a Weapons Company, or an IBCT Motorized Recon (Cavalry) Troop for a maximum of two Company Combat Teams or Company pure size elements per training event, with the ability to connect to a constructive wrap-around through the LVC-IA. The U.S. Army Program Executive Office Simulation, Training and Instrumentation (PEO STRI) is seeking industry solutions to provide a training capability that will support company team collective training focused on the contemporary operating environment (Unified Land Operations) at a high level of fidelity for the mission set of the Ground Combat Vehicle (GCV), Armored Multi-Purpose Vehicle (AMPV), and the Joint Light Tactical Vehicle (JLTV) equipped units in a virtual environment that is interoperable with all collective solutions above and Army mission command systems. The U.S. Army Program Executive Office Simulation, Training and Instrumentation (PEO STRI) is seeking industry solutions to provide a capability to develop, test and integrate future platform efforts at a medium level of reconfigurable fidelity in a virtual environment that is interoperable with all collective training solutions above in order to reduce risk and inform Doctrine, Organization, Training - Leadership, Personnel, Facilities (DOT-LPF) early in the lifecycle. 3. Response Content: Two areas are requested for consideration in a source's response. The source's response must include the best recommended solution across cost, schedule and capability: a. A low-cost near-term solution that delivers Initial Operational Capability (IOC) for one SBCT and one IBCT package within two years, with Final Operational Capability (FOC) within six years for three SBCT and four IBCT packages. The total cost not to exceed (NTE) $180M over six years with an annual sustainment cost for each package NTE $20M thereafter. b. A fully responsive (objective) solution that delivers a risk-reduction capability within three years, with an IOC for one SBCT and one IBCT package within four years and an FOC of seven SBCT and six IBCT packages within eight years. The total cost NTE $88M per year over 8 years with an annual sustainment cost NTE $35M per year. Two additional areas are requested for consideration in a source's response within the context of enduring and transformative strategies of the Army with respect to collective virtual and gaming training, and its complement to platform development: a. Modular collective training capabilities for future force platforms (specifically, GCV, AMPV and JLTV) and the formations to which they will be organized. Sources are requested to provide options pertaining to cost, schedule and capability to develop and integrate these training needs into the areas listed above. b. Modular and reconfigurable collective training capabilities which can be used in testing and systems engineering during the Engineering and Manufacturing Development (EMD) phase for risk reduction of DOT-LP parallel development. Examples of platforms in this area include Mobile Protected Firepower (MPF), out-year variants of GCV, Future Reconnaissance Vehicle and Future Battle Tank. 4. Response Guidance: During I/ITSEC, sources will be provided an opportunity to present briefings, papers, demonstration, and other response media to a government panel, with one-on-one discussion sessions as schedule allows. Responses are at sources risk, there is no promise or guarantee of VBCT development and procurement. Responses become government property with the exception of clearly identified proprietary information which will be protected accordingly. Distinct source opportunities will be scheduled to prevent other sources' access to any proprietary media. One-on-one sessions will be limited to 30 minutes each starting at 0900 in Government Meeting Room S330D from 0900-1200 and in S230A from 1300-1700 on Tuesday, 3 December 2013. Sources will be required to sign up for the one-on-one sessions prior to the overview briefing by contacting the Point of Contacts (POCs) listed below by or before 2 December 2013, 1230 EST. Time slots are limited and will be scheduled on a first come first serve basis. Government releasable information on current capabilities may be available to the offeror or offerors that are awarded in any follow on solicitation. Use of innovative acquisition or services strategies must include full data for valid comparison to traditional acquisition methods. Proposed solutions should be non-proprietary, comply with Open Systems Architecture (OSA) principles and should leverage open Government/Industry standards, interfaces and protocols. Recommendations included in responses to improve these standards is similarly encouraged but not required. 5. Additional Information: Any and all costs incurred in responding to this market research, shall be borne by the respective respondents. PEO STRI will not reimburse any costs and will not be liable for any costs associated with responses to this market research. 6. The information provided in this notice is subject to change and is not binding on the Government. PEO STRI has not made a commitment to procure any of the items discussed and the government will not pay for any information or administrative cost incurred in response to this RFI. All cost associated with this RFI will be solely at the expense of the respondents. Additionally, all submissions become government property and will not be returned. No basis for a claim against the Government shall arise as a result from a response to this RFI.
