Description
J&A for the LTRS SE&I Contract Extension The Space and Missile Systems Center, Range and Network Systems Division (SMC/RN) intends to extend the Launch & Test Range System (LTRS) Systems Engineering & Integration (SE&I) contract with Booz Allen Hamilton Inc., which ends on 7 December 2013, on a sole source basis. The performance period for the proposed contract action will consist of a six-month base period (8 December 2013 - 7 June 2014) and, as required, two three-month option periods (8 June 2014 - 7 December 2014). SMC/RN is planning for a competitive procurement to acquire SE&I support for the three (3) programs which comprise SMC/RN for the period starting in FY14 through FY19. These programs are the Launch & Test Range System (LTRS), Air Force Satellite Control Network (AFSCN), and the Space Training Acquisition Office (STAO). The market research used to determine if this effort should be competitive was conducted for the upcoming combined SE&I support contract. It showed that 17 companies are able to provide this support; however, the schedule requirements for competition at this stage of the acquisition process would undoubtedly preclude award from being made before 7 December 2013 resulting in unacceptable delays in fulfilling the agency's requirements. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The source is: Booz Allen Hamilton Inc. 8283 Greensboro Dr. McLean, VA 22102-3838 Interested parties may identify their interest and capability to respond to the requirement within fifteen (15) calendar days of this posting; however, this is NOT a request for competitive proposals. Interested parties must show clear and convincing evidence that competition would be advantageous to the Government, and the services required will be provided in a timely and effective manner to meet the Government's requirements. A determination by the Government not to compete this proposed extension based upon responses to this notice is solely within the discretion of the Government.
