- REQUEST FOR INFORMATION - SOURCES SOUGHT ANNOUNCEMENT This notice is published in accordance with FAR Parts 10.002 and 15.201 and is a Request for Information only in support of a market survey. All information received will be used for only planning purposes. This notice does not constitute an Invitation to Bid, Request for Proposal, or Request for Quotation. The Government will not award a contract based on this notice and will not reimburse respondents for any cost associated with responses to this notice. The results of this Request for Information will be used to better understand industry capabilities as we plan for the procurement of these support activities. This Request for Information is for the lifecycle support of a variety of non-standard aircraft systems not supported by the Department of Defense standard logistics systems. These aircraft include, but are not limited to: the Mi-8, Mi-17, Mi-35, MD 500 Series, UH-1, Bell Series, Huey Series, TH-67 Creek, Jet Ranger, AH Series aircraft, and any other non-standard aircraft system the Non-Standard Rotary Wing Aircraft Project Office supports or will support in the future. Responses received as result of this Request for Information will be utilized by the Non-Standard Rotary Wing Aircraft Project Office for Acquisition Planning and will not be returned to the originator. INFORMATION REQUESTED Interested parties may respond to any one or more or all of the following three elements of lifecycle support. Respondents should address each element separately, respond to the specific questions, and provide the requested information in accordance with the instructions below. Responses to each element are restricted to the specified page limitation itemized in each section. 1. ELEMENT ONE - TRAINING AND TRAINING SUPPORT (10 Pages allowed) a. Briefly describe your experience and capability within the listed areas, as it relates to non-standard rotary wing aircraft. State the specific aircraft involved. Indicate the purpose of the training and whether it was for foreign or domestic military personnel. Development of the Following: o Training Manuals o Checklists o Training Aids o Training Materials o Non-recurring Engineering Services o Publications Hands-On-Training or Classroom Training in the following areas: o Pilot Training o Maintenance Training o Special Operations Training o English Training o Night Vision Instrument System Training o Any other training related to Non-Standard Rotary Wing Aircraft Training Devices, Procurement, Operations, and Maintenance o Simulator o Static Displays o Other Training Devices Sustainment and Support of Training Operations Ability to provide certified trainers/training, such as Federal Aviation Administration or Original Equipment Manufacturer, for both Outside the Continental United States and within the Continental United States. b. Identify any contracts awarded to you for training services related to non-standard aircraft systems. Identify the specific aircraft. c. Identify whether you were the Prime or a Sub-contractor. If you were the Prime, did you provide fifty percent (50%) of the labor utilized in the referenced work? 2. ELEMENT TWO - AIRCRAFT MODIFICATIONS/DEPOT LEVEL MAINTENANCE (10 Pages allowed) a. Briefly describe your experience and capability within the listed areas, as it relates to non-standard rotary wing aircraft. State the specific aircraft involved. Modifications o Cockpit o Armor o Weapons o Aircraft Survivability Equipment o Communication o Rescue o Design and Testing o Night Vision Instrument System Training o Other Aircraft Modifications Overhauls o Assessment o Aircraft Overhaul o Aggregate Overhaul Heavy Repair o Crash, Weather, or Accident Repair o Battle Damage Repair Return to Service After Repair Engineering Services b. Identify any contracts awarded to you for Aircraft Modifications/Depot Level Maintenance services related to non-standard aircraft systems. Identify the specific aircraft. Identify whether you were the Prime or a Sub-contractor. c. Identify whether you were the Prime or a Sub-contractor. If you were the Prime, did you provide fifty percent (50%) of the labor utilized in the referenced work? 3. ELEMENT THREE - CONTRACTOR LOGISTIC SUPPORT (10 Pages allowed) a. Briefly describe your experience and capability within the listed areas, as it relates to non-standard rotary wing aircraft. State the specific aircraft involved. Supply Chain Management Maintenance Spares Acquisition Repair of Parts Accident Recovery Flight Operations Warehouse Operations Back-Shop Operations Test Measurement Diagnostic Equipment Publication Field Support b. Identify any contracts awarded to you for Contractor Logistic Support services related to non-standard aircraft systems. Identify the specific aircraft. Identify whether you were the Prime or a Sub-contractor. c. Identify whether you were the Prime or a Sub-contractor. If you were the Prime, did you provide fifty percent (50%) of the labor utilized in the referenced work? In addition to the above, respondents shall provide the following information (10 Pages Allowed In Total): 1. Was any of your work experience described in the above elements performed Outside the Continental United States? o If not, describe your capability in performing Outside the Continental United States requirements. o Identify experience in complying with International Traffic and Arms Regulation, End User Certificates, and Import-Export license. 2. Briefly describe your relationship or reach-back capability to the Original Equipment Manufacturer for any of the aircraft you reference in the elements above. 3. State your business size. State whether you are a Small or Small Disadvantaged Business. Include your applicable North American Industrial Classification Standard Codes. Adhere to page allowance shown in each element Include a technical and contracts Point of Contact, phone number and email address. Responses received in any other manner will not be honored.
