Description
Sources Sought Notice: SOFTWARE TRACKING SYSTEM FOR ENVIRONMENT OF CARE ROUNDS SERVICES DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions should be submitted by email to david.decker3@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 511210, SOFTWARE PUBLISHERS (size standard $35.5M). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. SPECIFIED REQUIREMENT: Network Contracting Office 7, Charleston, SC is seeking sources for a potential contractor to perform the following type of service: 1. The contractor shall provide all supervision, supplies, equipment, software and training to develop and implement a paperless Environment of Care Rounds Tracking System for the Environment of Care Programs, in a manner that ensures the requirements of Department of Veterans Affairs, The Joint Commission, Inspector General and other third party regulatory reviews. Services shall meet the requirements of Green Environmental Management System (GEMS) and Executive Order 13148 for tracking compliance, and non-compliance of inspections/reviews for Environment of Care Readiness Rounds that include infection control, Facility cleanliness, Fire & Safety, Food Service Preparation, Engineering and Quality Management. 2. Provide an automated mobile inspection program for EOC (Environmental of Care) Rounds inspections. Used by the EOC team to replace the labor involved in manual paper based inspections. Eliminating data entry, rework and the time spent following up and manually producing reports. The tablet with built in camera automatically links the photograph to the item on the inspection list. The device will have the capability of recognizing handwriting to add notes instantly to any issues and produce a follow up ticket sent by email to the responsible party, with automatic follow up recording and closure tracking. 3. Vendor shall provide customizable Joint Commission, SOARS and Environment of Care type requirements/questions templates for each of the services as mentioned above for each medical center to choose for their individual needs. A list of mandatory questions for the medical center to have on their EOC rounds question database will be given to the vendor. 4. The vendor shall provide a menu report that formulates the collected data into easily readable reports such as executive summaries, and bar graphs that compares, details, cross references, collates and displays the information and data. 5. The program shall include real time data that is synced automatically with a tablet device. Online modifications can be made immediately to the EOC rounds requirements. Identification of how may deficiencies and include information such as; items corrected, # days outstanding, subject area of deficiency and management officials responsible for correction. Electronically generated notifications of deficiencies to the responsible official for corrective action. 6. For corrective action taken responses will be collected online electronically directly to the database. All noted deficiencies that have not been addressed and corrected within the medical centers' required time frames will generate a corrective action notification that will be sent to the individuals identified by the medical center with all of the open deficiencies for their assigned area listed in one notification. For example: On the due date if the responsible official has not returned their form a follow-up message should be sent electronically. If by the next day there is a delay in responding then the supervisor will be contacted electronically and if no response is received by the next day then an electronic message should be sent to the next higher level management official. The program will not require purchase of additional hardware or software to produce forms used in the management and collection of data and track all items identified as non-compliant and provides a mechanism for follow-up and correction. SPECIFICATIONS: 1. The vendor shall conform to all federal, state, and local regulations governing the use of approved equipment, and software which may be in effect for the area where the work under the contract will be performed. 2. Vendor shall demonstrate knowledge, skills and abilities of a Continuous Readiness Program in a Healthcare environment and the Department of Veterans Affairs. 3. Data that is input for rounds shall be available in real time. The deficiencies from the reporting system shall be available immediately upon completion of Environment of Care Rounds so that tracking can begin the day the rounds end. HOURS OF WORK: This contract is a full service contract to include all necessary unlimited toll-free support, five (5) days per week 9:00 AM - 5:00 PM EST, Monday through Friday without additional charge to the Government. QUALITY ASSURANCE: Performance Objective Performance Threshold Data will be made available in real time, enabling rounds participants to begin the tracking process immediately following the rounds. Deficiencies will be made available at the end of each inspection. PERIOD OF PERFORMANCE WILL BE 12 MONTHS. REQUESTED INFORMATION: (1) STATEMENT OF CAPABILITY: Submit a brief description, five (5) pages or less, that demonstrates how your company has the supervision, capabilities, software, labor and experience to perform the services described above. Include past experience in performing these services to the VA, other Government (Federal or State) agency, or for a private facility. If a FSS/GSA contract schedule holder, please provide contract schedule number. Please specify your availability to start date and your address. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ and/or the VetBiz Registry at http://vip.vetbiz.gov/. If not, please (i) NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. Responses must be emailed to david.decker3@va.gov no later than 11:00AM EST, Monday, November 18, 2013. Your response should include both the STATEMENT OF CAPABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
