Based on the contractor request(s) for information (RFI)'s/ technical clarifications, below responses are hereby provided as amendment 0001 to RFQ W912K6-14-T-0001: 1.Will Youth Challenge instructors and/or staff be included in headcount for invoicing purposes? Response: Yes, the Contracting Officer Representative (COR) will identify the individuals, other than cadets, that are authorized meals at the DFAC. These individuals (instructor cadre) will be included in the headcount. 2.Clarification. Solicitation Section 1.1.1.3 states a percentage for estimated meal counts. Please disregard. Comply with Section 1.3.1 and Section L of the Solicitation for estimated meal counts. 3.Please provide the annual dollar ceiling limit in the State's budget in support of this program. Response: This information is not authorized for public disclosure. 4.When military personnel and youth participants are operating on the 14-Day Menu, will all meals be invoiced at the same price? Response: Yes. 5.Is the first Youth Challenge class to be supported by this contract scheduled to begin on 15 January 2014? Response: The new cycle beginning date is Sunday (Lunch Meal), 12 Jan 2014. 6.How many days per year is the Maryland Army National Guard expected to require the 14 Day Menu service in the facility? Response: Ninety-Five (95) calendar days are estimated. 7.Solicitation Section 1.5 references deli sandwiches. Section 1.5.2.8 does not identify deli sandwiches. Are sandwich meats to be provided on the salad bar? Response: The MDARNG 14 Day Menu must contain a quote mark protein quote mark with the salad bar. Samples are chicken salad, egg salad, tuna salad, etc. The term quote mark deli sandwiches quote mark was not properly referenced in the solicitation. Sandwich meats such as sliced roast beef, ham, bologna, etc. are not required. Contractor's choice of protein, with the salad bar, should be rotated to allow for variety and consideration to individuals on vegetarian diets. 8.Each meal period is two (2) hours in length. How will it be determined when all authorized participants have been served initial portions? Response: Seconds are not a requirement for the Youth Challenge Program. The quote mark seconds quote mark policy is only applicable after the MDARNG serving line is complete and based on any remaining leftovers. The Contracting Officer Representative will coordinate with the Contractor on serving time for seconds. Seconds will not count as a billable meal. 9.Please provide historical data concerning frequency and duration of power outages? Response: The Youth Challenge Program has been using the Edgewood DFAC for approximately one (1) year. There was only one (1) two hour power outage during the period. 10.Will the contractor be provided office space in the facility? Response: Yes. 11.Is the contractor or Maryland Army National Guard (MDARNG) responsible for collecting cash? Response: MDARNG is responsible. 12.Does the Base (Edgewood Army Post) issue contractor badges for the contract year so that staff can come on base in an efficient way? If so, what information is required of each staff member? Response: Yes. At the quote mark pre-performance quote mark conference a form will be provided to the awarded Contractor, containing information that is required for contractor badges. 13.Does the Base (Edgewood Army Post) conduct a background check on contractor employees? Response: No. 14.Is the Contractor required to have a head counter for MDARNG or any other Units, or will this service be provided by each visiting Unit? Response: The Contracting Officer Representative or other delegated MDARNG Unit representatives will be responsible for headcounts & cash collection. 15.If Contactor has a schedule for 130 Cadet lunch meals and 100 MDARNG lunch meals and only 122 Cadets and 70 MDARNG sign headcount sheets, what is the contractor paid for since we already cooked for the scheduled meals? Response: Strongly recommend Contractors review Section M, Paragraph 1.2.1.1 in the solicitation. The contractor, when submitting proposal, shall indicate the basis (meal count) for billing. 16.Will the MDARNG provide additional electric outlets, counter and floor drains if soda dispensers are installed? Response: A soda dispenser is not required for this contract. The only carbonated drinks (canned) required will be for box lunches. The 14 Day Menu does specify quote mark beverage drink quote mark for the lunch meal. quote mark Beverage drink quote mark in this text is referred as Kool aid, fruit juices, etc. 17.Can a list of equipment (government furnished property) be provided? Response: Yes. See item number 22 and attachment(s) to this Amendment. 18.Will the Caterer have access to keys and alarm code in order to get into the Building 1 hours before contracted serving times? Response: Yes. 19.Can Box Lunches and quote mark drop off quote mark food be contracted for all major Holidays, such as Christmas, Thanksgiving, Easter, New Year's Eve, etc ? If not, and staff members must be present on Holidays, there will be an additional fee for staffing on such Holidays. Response: Federal holidays as follows: New Years Martin Luther King's Birthday President's Birthday Memorial Day Independence Day Labor Day Columbus Day Veteran's Day Thanksgiving Day Christmas Day The Youth Challenge cadets will not be served during Memorial Day Weekend, Independence Day, Thanksgiving Weekend, Christmas or New Years. Meals will be served to Youth Challenge cadets on all other federal holidays. Easter is not considered a federal holiday. The MDARNG normally observes all federal holidays, e.g., no meals are served on holiday/holiday weekends. Exceptions to MDARNG holidays may be required during any federal emergency, i.e., Unit Deployment. The Contractor may request additional reimbursement if a federal emergency occurs on a federal holiday. The Contractor should incorporate into their pricing structure (cost per meal) the meals being served to the Youth Challenge Cadets during other federal holidays, e.g., Martin Luther King's Birthday, Presidents Birthday, Labor Day, Columbus Day & Veteran's Day. 20.Is there an area near the kitchen where the Caterer can store small wares and supplies, that can be locked? Response: Yes. 21.What are the time breakdowns for each shift? Response: Serving times are: Breakfast6:00 - 8:00 A.M. Lunch11:30 A.M. - 1:30 P.M. Dinner5:00 - 7:00 P.M. If this question relates to contractor quote mark shifts quote mark, it will be the contractor's responsibility to determine the work shift, e.g., time allowed for preparation, serving and cleanup for each meal served. 22.Is the food prep equipment, serving equipment/utensils, small wares, etc. provided by the government? Response: Yes. See attachments (government furnished equipment) to this Amendment. Any items required by the Contractor, not listed on the attachment will be the Contractor's responsibility to furnish. Please note the item listing titled, quote mark Flatware - Knives quote mark. Only two (2) knives are shown. Flatware knives are not furnished when serving Youth Challenge Cadets. The MDARNG will supplement/add to the flatware with additional knives when serving MDARNG military personnel. 23.Is the cleaning equipment such as vacuums, mops, brooms, buckets, etc. provided by the government? Response: No. Cleaning equipment & supplies are the Contractor's responsibility. 24.How many UTA (Inactive Duty Training (IDT)) weekends per month? Response: On the average, two (2) weekends a month. 25.What is the estimated headcount per meal for UTA's and annual training (MDARNG)? Response: The Contracting Officer Representative will coordinate with the Contractor, in advance, on anticipated IDT weekends and Annual Training headcounts. Headcounts will be based on the number of MDARNG Units performing IDT on a particular weekend or during Annual Training. Including the Youth Challenge cadets, estimates range from 200 - 400 meals required during these periods. These estimates are more current than the estimates as indicated on page 6, paragraph 1.3.5 of the solicitation. 26.What hours per day is the five (5) Youth Challenge Cadets working in the DFAC to help with cleaning & maintenance? Response: Specific times will be coordinated with the Contracting Officer Representative. It is expected the cadets will assist with cleaning & maintenance tasks for approximately 30 - 60 minutes during each meal time. Cleaning & maintenance will be limited to the dining room areas. Cadets may assist with cleaning in the kitchen areas after serving times. However, cadets are not authorized to assist with the preparation or serving of meals. 27.Is a cashier, or headcount contract employee needed for YC cadets or MDARNG members? Response: No. No cash collection is required for the Youth Challenge Program. Responsibility for cash collection (MDARNG members) will be the Contracting Officer Representative or other delegated Unit representatives. 28.Are the current food service employees covered under a Union contract (collective bargaining agreement)? If so, please provide us a copy of the collective bargaining agreement. Response: Current operation of the DFAC is by a quote mark state quote mark contract. The State Military Department will not permit any contract information to be disclosed to the public. 29.If no collective bargaining agreement, then please provide us with the Wage Determination that will be part of this contract. Response: A copy of the wage determination is located in Section H, Special Contract Requirements, of the Solicitation as advertised on the Federal Business Opportunities (www.fbo.gov) website. A copy (Wage Determination No: 2005-2247, Harford County, Maryland) may also be located on the Department of Labor website. 30. Is there a page limit on the proposal submission for the Maryland Food Service contract? Response: No. However, please limit your proposal submission to the evaluation factors as detailed in Section M of solicitation W912K6-14-T-0001. 31.Clarification. Please reference Section M of solicitation, paragraph 1.2.1., Price Evaluation. Paragraph indicates quote mark as described in paragraph 5, submission of proposal quote mark. Change to read quote mark as described in Section L, paragraph (j) Pricing Schedule. quote mark 32.Please clarify the tasks that are permitted by the cadets in a quote mark kitchen police (KP) quote mark capacity and the times frames they are available to the contractor as part of the program. Response: See item number 26. 33.Page 10, 1.6.3. Will the quote mark food handler quote mark requirement be waived for KP duty in the kitchen? Response: Youth Challenge cadets are not authorized to perform any function in the preparation and serving of meals. 34.A sample MDARNG 14 day menu was provided with estimated calorie requirements of 3800 - 4000 daily. What are the calorie requirements and regulations to follows for the Youth Challenge Program menu? Response: Daily calorie requirements for the Youth Challenge Program is estimated between 2800 - 3300. No specific regulations are noted. However, the contractor should review Section M, paragraph 1.2.1.2 in the solicitation concerning submission of a deviated menu for the Youth Challenge cadets. 35.Page 6, 1.5.1 - When feeding schedules coincide with Youth Challenge Program and MDARNG members, the MDARNG 14 day menu will be followed. Are there any specific restrictions to the Youth Challenge Cadets from the 14 day menu and if calorie requirements are different is the expectation that the Youth Challenge Cadets receive the larger portions for the days that feeding coincides. Response: When feeding schedules coincide, the 14 Day Menu will be used to include appropriate portions. No specific restrictions on calorie count when using the 14 Day Menu for Youth Challenge Cadets. However, the Youth Challenge cadets are not authorized to be served tea or coffee, which is a 14 Day Menu item. 36.What are the specific background check requirements for employees of the contractor? Response: None required. 37.Page 4, 1.2 - It states that MDARNG DFAC will serve approximately 325 days per year. Is the expectation that in between Youth Challenge sessions the contractor will have MDARNG training meals to serve? Response: Yes. During the Holiday break (approximately mid-December to mid-January, serving meals should be limited to 1 - 3 weekends. During the mid-summer break, Meals may be required on select weekends (except Independence Holiday weekend) and during any MDARNG annual training periods that are scheduled. 38.Are there any MDARNG training events scheduled for 2014? Response: Yes. Scheduled events will be coordinated between the Contractor and Contracting Officer Representative. 39.Page 9, Section 1.5.2.10. Are quote mark seconds quote mark a requirement to the Youth Challenge Program and the MDARNG and if eligibility for those seconds requires that all items of the meal are consumed first? Response: See item number 8. 40.What type of nutritional analysis validation would be required for any menus offered that differ from the MDARNG 14 Day Menu? Response: See item number 34 above. The Contractor should indicate the nutritional content (in terms of calories) on the deviated sample menu for the Youth Challenge Program. During the term of the contract, deviations from the 14 Day Menu (MDARNG) will be coordinated between the Contractor and Contracting Officer Representative in terms of nutritional content. Final approval must be obtained by the Contracting Officer. 41.Are there mandatory orientation / in-service requirements for the facility? If so how many hours are required? Response: Recommend Contractors review Section C, paragraphs 1.6 through 1.6.5 of the solicitation. Every employee must receive an initial orientation with monthly briefings on safety. Briefings should be documented in terms of content and date/time. The length of briefing is at the Contractor's discretion. 42.Does the Contractor bear any expense of the recycling, trash disposal program? Response: Recommend Contractors review Section C, paragraph 1.8.3 in the solicitation. An quote mark outside quote mark dumpster for trash disposal will be provided by the Government. quote mark Inside quote mark trash containers are being furnished by the Government. Furnishing trash containers liners will be the responsibility of the Contractor. Being a new federal contract to the MDARNG, the recycling program is currently being developed for the Edgewood DFAC. The Government will furnish recycling containers. Disposal/separation of recycle materials will be coordinated between the Contractor and Contracting Officer Representative. Contractor expenses for the DFAC recycling program are not anticipated at this time. However, if, at anytime during the term of the contract, recycling expenses are incurred by the Contractor, the contract line item titled quote mark product allowance quote mark may be used for Contractor reimbursement. 43.Is there a cooking grease/oil disposal service? Is the contractor responsible for the expense? Response: A cooking grease/oil disposal service will be provided at the expense of the MDARNG. 44.Is internet access available and/or provided at the DFAC? If No, can the contractor have internet service established for online applications? Response: Internet access is not currently available in the DFAC. Arrangements can be made by the Government for internet access by the Contractor, e.g. at another location (a building next to the DFAC). However, any computer equipment (laptop, hardware, software, etc.) is Contractor responsibility. Internet service for the DFAC will be requested by the Government, but may not be available until after contract start date. In addition, telephone service will be requested for the DFAC, but again may not be available until after contract start date. Contractor should anticipate using a personal cell phone for communications. 45.What type of authorization will be required for contractor related delivery vehicles? Delivery time restrictions? Response: The Edgewood Area of Aberdeen Proving Ground is an Army Post subject to Army Regulations. The Contractor will coordinate with Base Security (main entrance area) and the Contracting Officer Representative on type delivery vehicles requiring entrance. The main gate entrance is open 24 hours/7days a week. No delivery time restrictions are anticipated. 46. Will contractors be permitted to prepare meals offsite and deliver to the DFAC, or will all meals need to be prepared at DFAC? Response: Contractor's discretion. 47.Please provide information on the Seconds Program on all meals for both the Youth Challenge cadets and the MDARNG and clarify the working in the RFP, quote mark if available quote mark. Response: See Item number 39. 48.Does the contractor need to provide a Health Department Permit or License? Response: No. However, the Edgewood DFAC is subject to inspection by Army Post Med personnel and results documented on DA Form 5161-R, titled quote mark Comprehensive Food Establishment Inspection quote mark. See attached listing. Also, please note item 12 on the listing and Section 1.6.3 of the solicitation. Certifications for contractor personnel may be obtained by completing the training requirements identified on website www.servsafe.com 49.Does the Contractor provide the Front of the House small wares: plates, silverware, etc.? Response: No. Government will furnish. See item number 22. 50.Does the Contractor provide the Back of the House small wares: pots, pans, kitchen ware, etc? Response: See item number 22. 51.Please provide the number of staff meals served daily with the Youth Group and are they included in the current counts provided? Response: See Item number 1. 52.With the projected 331 operating days, is any service provided during the other 21 days? Response: See Item 37. It should be noted the Youth Challenge Program has two (2) cycle breaks, each approximately 4 weeks (28 days), for a total of 56 days. Based on the MDARNG meal servings required during these periods, it is estimated the DFAC will be closed approximately 40 calendar days per year. 53.Please provide the Current Meal Prices for the Youth Group Program. Response: The Youth Challenge Program is currently under a quote mark state quote mark contract. Requested information is not permitted for public disclosure. 54.Does the contractor pay for Trash Removal? Response: No. See Item number 42. 55.Does the contractor pay for Phone & Data Lines? Response: See Item number 44. When installed the phone & data lines will be shared with Government's Contracting Officer Representative. 56.What is the Dining Room seating count in each of the two Dining Rooms? Response: The DFAC seating capacity is 250. Current set-up is approximately 200 & 50 for the two dining areas. However, this arrangement may change. The Contractor and Contracting Officer Representative will coordinate with the Youth Challenge Team on DFAC table/chair arrangement. For instance, male & female YC cadets must remain separated (while seated) during DFAC serving times. It may be necessary to reserve sections/areas, e.g., MDARNG military personnel, male YC Cadets and female YC Cadets. 57.Please provide the meals served history for the Youth Group Program for current year or from last year? Response: Approximately 121,000 meals, annually. 58.Please provide the projected Service Day Schedule for the Army National Guard Program. Response: See item numbers 25, 37 & 52. Training schedules are still being developed. 59.Please provide the Service Day Schedule where the service is only provided for the Army National Guard? Response: See item number 58. 60.Who is the current incumbent providing service? Response: DFAC is currently operating under a quote mark state quote mark contract. Public disclosure of information is not authorized. 61.What is the current contract value? Response: See item 60. 62.What is the current contract period of performance? Response: See item 60. 63.Will Contractor be able to use government equipment to prepare and serve meals including pots, pans, kitchen utensils, service utensils, etc? Or should the Contractor be prepared to supply pots, pans, kitchen utensils, etc? Response: See Item number 22. 64.Government will provide dinner plates, silverware, drink wear, etc. to be used at the DFAC during meal times, correct? Response: Yes. See Item number 22. 65.Please clarify when Contractor is to provide supply of plates, silverware, drink wear, paper products, etc. Is this simply to have on-hand in the event of power outages and plates, silver wear, etc. are not able to be run through the dishwasher? Response: Yes. The Contractor will have an on-hand supply of plates, plastic ware, drink ware, etc. during power outages and DFAC equipment failures. 66.Do we understand correctly, the Contractor is responsible for providing cleaning supplies and responsible for cleaning the restroom at the DFAC before and after serving times? Response: Yes. The Contractor is responsible for providing cleaning supplies and cleaning restrooms. It should be noted the Youth Challenge Cadets are not authorized to use the DFAC restrooms. Restrooms should be clean and presentable at all times. Cleaning the restrooms before & after serving times for the Youth Challenge Cadets (when dining separately from the MDARNG) is not required. 67.Will Government provide separate recycle containers for recycling material? Response: Yes. See item number 42. 68. Is it the responsibility of the contractor to provide liners for trash containers or will the government provide both the trash containers and liners? Response: The Government will provide the trash containers. Trash liners will be responsibility of the Contractor. 69.Is Contractor guaranteed payment for headcount meals made or are we paid by how many meals are actually eaten? Response: See Item number 15. 70.Can the Government provide sample of appropriate form used to document meal count? Response: Form is titled quote mark Signature Headcount Sheet quote mark, Department of Army (DA) Form 3032. Form may be downloaded from the Internet. In addition, the form will be provided to the awarded Contractor at the quote mark pre-performance quote mark conference. 71.Will the contractor be responsible for decorating DFAC on the different holidays? If so, which holidays? Response: Decorations by the Contractor is not required. 72.Wage Determination - Please clarify employee wages: Contractor should be prepared to pay Food Service Worker at a minimum $14.47/hour ($10.66 hourly base rate plus $3.81 hourly H&W). Is this correct calculation for employee base hourly pay rate? Response: Yes. Please note other that other occupations listed may be applicable. 73.Does the Contractor have to provide vacation and holiday pay to employees as specified under employee benefits of the wage determination? What if employee is only part time? Response: Yes. Fringe benefit obligations may be discharged by paying to the employee on his/her regular payday, in addition to the monetary wage required, a cash amount per hour in lieu of the specified fringe benefits (vacation/holiday paid day off), provided such amount is equivalent to the cost of the fringe benefits required. Records are kept separately by the employer showing the amounts to be paid for fringe benefits. Part-time employees are entitled to paid vacation and paid holidays in proportion to the number of hours worked. A part-time employee who works 20 hours a week would accrue paid vacation at one half the rate of a full time 40 hour per week employee. For paid holidays, the employee is paid proportionately to the hours worked in the week before the holiday. 74.Item 1.3.3. MDARNG Meal Schedule. Do they train one or two weekends a month? Response: See item numbers 24 & 25. 75.It is our understanding that during the summer months, there will be a class for MDARNG Officers in school for training. What is the average number of officers and how long are they in school? Response: Training schedules are still being developed. It is anticipated the Officer's Candidate School (OCS) will be in two phases for a total training period of six (6) weeks during the summer. It is estimated that approximately 200 Candidates will attend the training. 76.Do other soldiers from the Edgewood area eat in the facility? If so, how many? Response: See item number 25. In addition to training schools, Military Units from the National Guard Edgewood Armory, Army Aviation Support Facility and the Edgewood Weekend Training Site will be attending the DFAC. This will be a new federal contract with no past history on the number of soldiers attending this DFAC location. It has been estimated that up to 400 meals could be required during MDARNG weekend training period, including cadets from the Youth Challenge Program. Point of Contact Christy L.
