- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The Clinical Center, Office of Purchasing and Contracts, intends to negotiate and award a purchase order on a noncompetitive basis to Philips Healthcare, 3000 Minuteman Rd, Andover, MA 01810 for a service agreement for existing government owned Philips XDS, G5, MP5, MP30, MX40, MP50 and MP70, Monitoring Systems. The period of performance is 12 months. The Biomedical Engineering and Property Management Section (BEIP) has a requirement for a service agreement for Government-owned Philips IntelliVue Physiological Monitors and software, manufactured by Philips f/k/a Philips Electronics North America Corporation. BEIP continues to require this service agreement so that the existing Philips Physiological Monitors and software are properly maintained and updated for continued usage. These monitoring systems are critical for the clinical needs of monitoring patients in intensive care, anesthesia and peri-operative care and cardiac care environments at the National Institutes of Health in Bethesda, Maryland. The Materials Management Department at the NIH, Clinical Center needs rapid parts exchange, latest software and technical and clinical support to cover their Philips physiological monitoring equipment from date of award to 09/30/14. Philips is the only vendor that offers certified parts that meet the original equipment manufacturer specifications. In addition, they hold the proprietary license and related authorizations for Philips Monitoring product, supplies and support. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Stacey Polk, at spolk@cc.nih.gov.
